Program Analyst (Informatics) Job Opening In Vancouver – Now Hiring Veterans Affairs, Veterans Health Administration

Summary This position is located at VISN 20 Northwest Network in Vancouver, Washington, in Veteran's Health Administration (VHA) of the Department of Veterans Affairs (VA).

The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Responsibilities Major duties include and are not limited to: Program Management Incumbent uses communication, education, and leadership to support comprehension of and adaptation to organizational updates.

Performs the following duties: coordination of computer programs, programming, coordinating Electronic Health Record (EHR) programs for staff use, development of project plans, convening stakeholder groups to prompt requirements, conducting environmental scans for viable solutions to business need, deploying solutions, and performing assessments to ensure the informatics products and services are meeting stakeholder needs.

The incumbent contributes to the development of software enhancements, guides process improvement activities, and partners with colleagues working on information technology (IT) for the better provision of patient care by clinical and business staff.

Partnership Management Cultivates a healthy working relationship between the Office of Information and Technology (OIT) and Health Informatics (HI), allowing for routine dialog to enable the sustainment and optimization of our health IT solutions and workflows for the benefit of all staff and Veterans.

Coordinates among multiple services to provide clinical workflows, partnering on the planning and deployment of medical devices in clinical areas, helping to train staff, troubleshooting issues, preparing instructions, and ensuring that patient care technology is effectively and efficiently integrated into the clinical workflow to assure staff proficiency and adoption.

Technical and Data Management Evaluates content quality and assures access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.

Applies statistical (quantitative information derived mathematically), machine learning (use of artificial intelligence to derive knowledge from data to predict outcomes), visualization inferencing and other techniques to enable decision support.

The incumbent may utilize or develop reports and information tools using a variety of methods and tools such as Structured Query language (SQL), SQL Server Reporting Services (SSRS) from the VISN and the VA corporate data warehouse.

Application Support Enables healthcare capabilities and evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.

Business Architecture Management Serves as subject matter expert in the visual depiction of process flow diagrams, assisting end-users with correct interpretation of symbols and diagrams that reflect their work activities.

Ensures clinical input in the development and management of the VHA business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.

Health Information Technology (HIT) System Optimization Ensures the VHA EHR and other clinical business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers.

Incumbent participates in actions to evaluate, test and report on errors found when working with systems and applications.

Performs observational studies and techniques to see how people interact with devices, products, and systems.

Requirements Management Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with end-user.

Supports the initial phase of requirements analysis where information is gathered on what an IT system needs to perform by engaging with business owners, subject matter experts and field representatives.

Education and Change Management Uses communication, education and leadership to support comprehension of and adaption to organizational updates.

Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high quality customer service achieved by working in close partnership with clinical and administrative services.

The online assessment measures critical general competencies required to perform the job.

Selective Service Registration is required for males born after 12/31/1959 Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.

The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment.

A pre-placement physical examination is not required.

Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period or 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest.

Qualifications To qualify for this position, applicants must meet all time-in-grade and specialized requirements within 30 days of the closing date of this announcement, 11/04/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11.

The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery.

Health Informatics (HI) and applications: Knowledge of the use of clinical software packages; experienced knowledge of medical facility operations, national databases architecture and file structure, analytic techniques and clinical applications development techniques; in order to provide knowledgeable and professional health informatics consulting services and to develop appropriate HI educational and training programs to all levels of employees.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Preferred Experience: At least 2 years' experience (3-5 years strongly recommended) supporting and managing Electronic Health Record (EHR) requests including experience as a Clinical Applications Coordinator (CAC) or similar, managing and troubleshooting VISTA/CPRS templates, clinical reminders, alerts, order menus, interfacility consults, access, etc.
