Job Summary
This position is located in the Department of Energy and Environment (DOEE), Energy Administration.
The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia.
As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices.
In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position will be responsible for organizing, cataloging, managing, and cleaning program data for the use of the RAD branch.
The position will oversee the construction and automation of data pipelines from critical data sources to Amazon Web Services (AWS).
Additionally, this position will use common data analysis and processing methods and tools (, R, Python, SQL, web scraping, etc.) to help the RAD branch understand trends in the data with the aim of providing programmatic data insights to the Energy Administration.
The successful candidate will help the Energy Administration better leverage the wealth of energy-related data that is collected by and housed within the Administration and across DOEE.
This position will also be essential in positioning the agency to manage the massive amount of data necessary to successfully implement and monitor existing and new programs being created with funding from the Bipartisan Infrastructure Law and the Inflation Reduction Act funding.
Duties and Responsibilities
Provide critical analyses and evaluation of actual or potential effectiveness of current and/or projected program activities.Provide technical assistance in the design, development and implementation of improved program designs/operations.Review and analyze planning and operations activities of major program areas administered by the department.
Conduct management surveys, audits, projects, etc., and provide advisory services to operating or management officials.
Expert knowledge of appropriate laws, technical requirements, and guidelines necessary for the implementation of agency/departmental programs.Expert knowledge of the agency/departmental program goals and objectives, the sequence and timing of key program events and milestones.
Participate in the development of the comprehensive agency plan, and in coordination of office operational planning and grant applications within the agency.Provide technical assistance and review for office level program plans.
Prepare program development projects including proposal writing.Provide coordination and technical assistance on program or office development projects.
Meet with agency officials and managers to provide advice, guidance and technical assistance to programs in the development of review indicators.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
