Job description

SUMMARY Residential program for adult residents which are state inmates classified to a work release/substance abuse program.


Staff is accountable to carry out assigned duties relating to the treatment and security of the residence and residents while following establish protocols and procedures approved by NJAC and the NJ Department of Corrections.


ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to:



  • Plan Plan and provide overall direction and coordination of drug dependency treatment programs for clients assigned to the New Jersey Association on Correction at Millicent Fenwick House.

  • Lead the development, implementation, and continuous evaluation of the re-entry program.
  • Ensure the program’s objectives align with organizational goals and effectively support individuals reintegrating into society.
  • Participate in daily shift-change meetings, monthly staff meetings, weekly house meetings, weekly treatment team meeting facilitation as well as semiannual training and meetings with executive staff as scheduled.
  • Develop new initiatives to support the strategic direction of the program and organization Organize Ensure that program activities operate within the policies and procedures of the organization and our funder.
  • Ensure that program activities comply with all relevant professional and accreditation standards and licensure.

    (ACA, PREA, DHMAS Licensure) Meet all required internal and external standards and policies.
  • Develop forms and records to document program activities Staff In consultation with the Program Supervisor, recruit, interview and select well-qualified program treatment staff Implement the human resources policies, procedures and practices of the organization Review payroll records for timely submission and approval Review staff performance on a regular basis in accordance with the organization’s performance evaluation system.
  • Engage volunteers/interns for appropriate program activities using established volunteer/intern management practices Ensure that all program staff receive an appropriate orientation to the organization and the programs Lead The successful candidate shall report to the Program Supervisor.
  • Assigned designee for the Program Supervisor when Supervisor is unavailable or away from the program.

Ensure treatment staff members receive orientation and appropriate training in accordance with organizational standards Act as the Facility PREA Compliance Manager Supervise program case management staff by providing direction, input and feedback, ensuring clients receive appropriate services based on assessed need in accordance with established policies and procedures established by NJAC.  Complete and ensure staff completion of required annual training in compliance with due dates Communicate with clients and other stakeholders to gain community support for the program and to solicit input to improve the program Coordinate the delivery of services among all program activities (treatment and operations) to increase effectiveness and efficiency Ensure the development and implementation of:



  • Comprehensive assessment and treatment plans for residents within established timeframes Individual and group counseling, Effective crisis intervention and conflict resolution, Authorized outings into the community and assign accountability levels, Monthly behavioral evaluations, Conducting interventions, Individual/group lectures and didactic presentations, Facilitating community meetings, Facilitating multidisciplinary case conferences and treatment plan reviews, Developing aftercare treatment plans, and all required documentation.

  • Other areas of focus may include Alumni Services, Family Services Smoke Cessation, Orientation and HIV Services.
  • Service In conjunction with case managers and support specialists, ensure that each client is properly served and treatment is rendered accordance to industry standards.

Clinical Supervision:



  • Provide leadership, guidance, and supervision to clinical staff, including counselors, case managers, and peer support specialists.

  • Conduct regular clinical supervision to ensure compliance with LCADC guidelines and standards of care.
  • Oversee the provision of counseling services, including group therapy, individual sessions, and case management.

Perform Accountability Duties:



  • accounting for each resident in the facility and in the community on a “real time” basis; ensuring the safety and security of staff and residents in the Facility; providing supervision and surveillance of the residents, staff and visitors as well as the facility perimeter; ensuring that contraband is not brought into the facility; conducting facility searches; conducting urine monitoring; monitoring entry and egress of all residents and visitors.

  • Represent Write reports on the program for management and funders as required Ensure reports and supporting documentation for funders are prepared as outlined in funding agreements Build and maintain partnerships with local government agencies, non-profit organizations, legal entities, and community service providers to ensure comprehensive re-entry support.
  • Identify, evaluate and report to the Program Supervisor program activities and take appropriate action to control risks Other duties as assigned.

QUALIFICATIONS:



  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • They must be able to demonstrate excellent verbal and written communication skills.
  • Experience At least two (2) years in a supervisory capacity in addiction services.

Supervision responsibilities include:



  • Vocational Case Managers, Case Managers, SUD Counselors, Interns and others assigned.

  • The successful candidate must exhibit an overall knowledge of effective supervisory skills.
  • Education A NJ licensed psychologist with at least five years of experience in addiction services, who possesses a certification of proficiency in the Treatment of Alcohol and other Psychoactive Substance Use Disorders from the American Psychological Association, College of Professional Psychology, or is a Certified Clinical Supervisor by the Addictions Professionals Certification Board of NJ; or A NJ licensed clinical social worker with at least five years of experience in addiction services, who is a certified clinical supervisor by the Addictions Professionals Certification Board of NJ; or A NJ licensed professional counselor, or licensed marriage and family therapy with at least five years of experience in addiction services, who is a certified clinical supervisor by the Addictions Professionals Certification Board of NJ; or A NJ LCADC with at least five years of experience in addiction services, who in addition holds a Master's degree recognized by the NJ Board of Marriage and Family Therapy Examiners, Alcohol and Drug Counselor Committee, Division of Community Affairs, New Jersey Department of Law and Public Safety; or A NJ licensed physician, who is certified by the American Society of Addition Medicine or a Board certified psychiatrist; or A NJ licensed advanced practice nurse with at least five years of experience in addiction services, who is a clinical supervisor certified by the Addictions Professionals Certification Board of NJ; or Have a doctoral degree in human services, mental health or social work.
  • Clearances Successfully pass Criminal, Education, Substance Use Testing and Driver Background checks conducted by the Organization and Funder Maintain background free of infractions which may result in the termination of employment Have access to an insured, registered vehicle Possess a valid Driver’s License Knowledge, skills and abilities Knowledge of treatment program management Knowledge of client groups and/or issues related to the program area Possesses thorough working knowledge of social learning theory, cognitive-behavioral intervention and approaches, assessment and evaluation and demonstrated competencies in training, group interaction, and mentoring.
  • Working with addictive personalities; a basic understanding of human behavior; and utilizing group dynamics to address special needs populations.

  • Working Conditions Typically an office and residential program environment, but the mission of the organization may sometimes take them to nonstandard workplaces.
  • A standard work week, but may be required to work some evenings and weekends to monitor program activities.
  • Be on-call for any after-hours emergencies.
  • Primary on-call services are rotated through case managers The employee in this position may be required to lift up to 25lbs., stand, walk, reach with arms and hands, climb or balance, use fingers, stoop, kneel, crouch or crawl.
