Northrop Grumman’s Space Sector is looking for a Program Manager 3.

This position is responsible for leading a team of mixed specialties through all phases of shaping, capture, architecting, design, integration, test and fielding of revolutionary counterspace mission capabilities from within the Space Security Rapid Innovation Office.

The incumbent will be in an influential position of shaping a portion of the nation’s future space warfighting architecture.

Included within these responsibilities is the primary objective to deliver on all contractual requirements within cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.

Program Managers are responsible for guiding their team through all phases of the program life cycle from inception (customer shaping, proposal development) through startup, execution, and completion (contract closeout).

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

+ Work with SPS Business Unit leadership and assigned staff to develop and communicate an organizational vision and roadmap
+ Cultivating customer relationships and intimacy to develop further opportunities within the customer community
+ Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
+ Establishing an efficient program organizational structure and processes
+ Identifying, allocating and managing program resources, including workforce planning
+ Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
+ Measuring and reporting program performance to the customer and NG leadership
+ Delivering clear and compelling presentations to customers, executive management and other program stakeholders Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
+ Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.
+ Identification, distribution, tracking, and completion of program requirements
+ Establishment and management of the program and subordinate baselines
+ Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
+ Managing Government/customer supplied property or information (GFE, CFE, etc.)
+ Managing suppliers to meet program objectives.
+ Adherence to all internal processes, policies, and applicable industry standards
+ Ensuring program team understands and adheres to contract scope, and manages change through control board activities
+ Development and adherence to master plans and schedules
+ Conducting thorough risk & opportunity management practices including identification, mitigation and realization

**Basic Qualifications:**

+ Bachelor’s Degree and 10 years, or master’s degree and 8 years’ experience supporting U.S. Government contracts and customers and/or program management in other industries
+ Currently holds and ability to maintain Top Secret/SCI clearance and ability to gain additional Special Accesses at time of application.
+ **Four** years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
+ **Three** years of demonstrated success leading high-performance teams and/or organizations to achieve a common goal
+ Ability to **travel** up to 20% of the month.
+ **Business Acumen: The** ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
+ **Communications: The** ability to manage communications with assigned staff and other stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder need
+ **Issue & Problem Resolution: The** ability to identify and address program impacts through a systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.
+ **Program Integration:** The ability to identify, orchestrate, coordinate and control the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.
+ **Risk & Opportunity: Experience** addressing uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans to resolve or minimize impact.

**Preferred Qualifications:**

+ 12+ years of Program Management experience, preferably on programs valued at $100M or more in exercised contract value
+ Team leadership experience of program teams with 30+ members across all functions
+ Undergraduate and/or graduate technical degrees (science, math, engineering) from a nationally accredited institution
+ Experience working on space system programs (i.e., satellites, space-to-ground communications, command and control, space vehicle operations, etc.)
+ Experience with offensive and/or defensive counterspace architectures, missions, technologies, or customers
+ Experience with low-to-medium volume production of complex technical platforms (spacecraft, aircraft, etc.)
+ **Capture Management:** Insight into customer technical, financial, political, and cultural considerations and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company.
+ **Technical Performance: The** ability to establish a technical performance baseline to monitor and compare key program technical performance measures, assess program status.
+ **Requirements: The** ability to define, document, analyze, trace, prioritize, and confirm requirements throughout the entire program life cycle.
+ **Planning, Scheduling & Earned Value:** The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
+ **Customer intimacy:** Seeks and incorporates input from customers and understand their expectations.

Demonstrates commitment and energy to meet customer needs.

Builds strong relationships with strategic partners and key suppliers.

Primary Level Salary Range: $161,500.00 - $242,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.

Employees in Vice President or Director positions may be eligible for Long Term Incentives.

In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
