Job Description
Thurgood Marshall College Fund (TMCF) is the nation’s largest organization exclusively representing the black college community.
TMCF member-schools include the publicly supported Historically Black Colleges and Universities (HBCUs) and several Predominantly Black Institutions (PBIs).
The Programs Manager will be a key contributor to interactive program execution within Innovation and Entrepreneurship programming as well as project management and implementation support of TMCF Signature student convenings.
The Programs Manager will work closely with the Innovation and Entrepreneurship team as well as the Programs team, to ensure that program logistics are successfully implemented while providing insight into the most effective means to fulfill the program obligations.
Additionally, the Programs Manager will have the opportunity to own key projects and work with partners to deliver on TMCF’s mission to ensure student success by promoting educational excellence and preparing the next generation of workforce talent through leadership development.
Responsibilities will be both operational and project based.
The successful candidate must have a natural aptitude for customer service, project management execution, high energy, a deep commitment to the goals of the organization, a good eye for detail, and strong written and oral communication skills.
Reporting to the Chief Programs Officer, the Program Manager is responsible for the operational success of TMCF program activity, in addition to other responsibilities as deemed appropriate.
The Program Manager will ensure seamless program development, delivery, and effectiveness.
Chief Programs Officer
Leadership
Drive the implementation and logistics of program strategies across assigned programs.
Establish a regular cadence for internal TMCF cross-functional support for interactive programming through TMCF Innovation and Entrepreneurship programs as well as TMCF signature student convenings and conferences.
The internal TMCF cross-functional team will support any program related elements as determined by the Chief Programs Officer.
Assume ownership of projects and partner programs successfully developing and implementing programmatic elements listed as “program execution”-see below.
Program Execution
Budget: Manage the tracking of all I&E budgets and budget expenses, as well as submitting purchase orders in TMCFs AP system with payments to vendors, as well as student awards from programs.
Regularly (quarterly) provide updates to program budgets for expeditious submission to partners through collaboration with the I&E program lead.
Also, coordinate with the Finance team on access to the expense coding to create a centralized tracker for all I&E coding needed to process purchase orders and to reconcile budgets.
Student documents: Maintain templates to be distributed to students including program agreements, other financial forms, etc.
as well as the collection and filing of forms within the I&E shared drives.
Applicant tracking: Provide maintenance of high level reports from TMCF applicant tracking system to support program leads in the collection of important applicant data.
Program and student data collection: Maintain a repository of student data across all programs to track student progress to then tie to key student outcomes upon gaining employment and/or graduating.
Develop and update a tracker/database of all program activity including program satisfaction survey results and collection of net promoter scores.
Applicant data to align with needed data points for TMCF annual report tracking from TMCF data team.
Student communication: Serve as the central point of contact and communication with students related to acceptance to programs, details on program involvement and logistics, need for documentation from students, as examples and not limited to the type of communication.
Develop a strategy to successfully maintain and respond to the I&E email inbox to provide needed insight to students and others who are contacting the I&E team.
Creative communication and execution: Coordinating with Marketing and Programs leads to maintain a tracker/calendar of social media, website, and other communications to support programmatic efforts.
Contribute to the marketing request needs and creative execution of program communication.
Institutional communications: Provide periodic updates to member and non-member school points of contact regarding program opportunities.
Maintain a contact roster of all school personnel associated with HBCUs, HBCCs, and PBIs and manage correspondence and requests from campus contacts.
Program project management: Utilize relevant project management software to manage the needs of the program with the TMCF cross-functional partners, monitor progress, and adjust plans as needed.
Onsite support: Provide support in the pre-planning and live event support to ensure executional excellence, including student management as well as program execution.
Other: Participate in special events and projects across other TMCF programs and divisions; travel to program event sites for pre-planning with program leads or independently where needed.
Conference and Student Convening Execution
Student facing communications: Manage student-facing communications,ensuring timely and professional responses to inquiries.
Student documentation: Create, distribute, and track key student documents—Terms of Agreement, registration links, and program communications—through platforms including DocuSign, Stova, etc.
Institutional engagement tracking: Monitor university-level engagement and representation, flagging disparities and providing insights for strategic resolution.
Onsite Support: Provide support in the pre-planning and live event support to ensure executional excellence, including student management as well as program execution support.
KPI alignment-Impact, Performance and Revenue
Deliver on the designated elements of the Programs KPIs impact, performance and revenue measures.
In addition to the leadership, program and conference and student convening execution, responsibilities listed above, fulfill other duties as directed and assigned.

Specific requirements include:
Bachelor’s degree from an accredited college or university preferred and 1-3 years of relatable work experience in education is required.
Knowledge of programmatic trends in collegiate sectors.
Familiarity with Historically Black Colleges and Universities is a preferred, but not required.

Strong project management execution, and a deep commitment to the goal of the organization and the partner.
