Program Manager / Systems Engineer



Job description

RESPONSIBILITIES

• Establish and manage cost, schedule, and performance for the system development and operation.
• Initiate the development, implementation, testing and integration of the system architecture.
• Includes development of the work break down system.
• Includes identification of resources and staffing commensurate with program and company financial objectives.
• Evaluate risks and risk mitigation plans to determine if the risks are appropriate and risk mitigations are adequate.
• Lead development of the safety architecture, including obtaining approval from the applicable government agencies.
• Develop the communication, tracking, and telemetry design required for system functionality.
• Coordinate the engineering and project activities between specialties within the product team and external contractors.
• Contribute to development of the launch license material.
• Tailor regulatory requirements to enable the system architecture.
• Contribute to interface development between the carrier aircraft and payloads.
• Contribute to development of support system to enable the Mobile range capability.
• Provide control room systems engineering support, during real time mission operations, to monitor systems performance and recommend corrective actions on concerns.
• Coordinate post flight data analysis functions, including continued development of system health monitoring and reliability data for more established systems.
• Analyze and approve technical data for various projects.
• Includes subsystem and component designs.
• Perform system analysis.
• Test and operations plans.
• Repair manuals (may author portions as appropriate).
• Approve and/or review disposition for component removals and replacements.
• Author and/or approve anomaly troubleshooting dispositions.
• Author and/or approve Work Instructions/Engineering Reports.
• Develop and remain technical authority for assigned Flight Rules, Launch Commit Criteria, and Minimum Equipment List (MEL) items, and how they interact with other aircraft systems.
• Conduct regular and comprehensive communication to the Executive Director on a weekly and monthly basis.
• Contribute to the integration of complex aerospace systems.
• Demonstrate honesty, responsibility, integrity and fulfillment of commitments.

REQUIREMENTS & QUALIFICATIONS

• Bachelors degree (BA or BS.) from accredited institution and 8-plus years relevant experience, OR, equivalent combination of education and experience.
• MCSE
• A+ Certification
• Excellent verbal and written communication skills
• Excellent customer service skills
• Strong understanding of computer hardware
• Strong understanding of AV equipment
• Strong understanding of computer software and interaction with Operating System, i.e., Windows 2000 Professional, Windows XP Professional
• Must be familiar with laptop computers and have the ability to support remote users.
• MS Office (Word, Excel, Outlook)
• MS Project
• Access, Visio, Publisher, Adobe Acrobat, Windows 8, 8.1, 10, Active Directory Administration and NTFS Permissions

• Autonomous flight termination system experience
• Launch vehicle development experience
• Experienced working at any of the launch ranges or spaceports

• Wallops Flight Facility
• Kodiak Alaska Test Range
• Reagan Test Range (Kwajalein)
• Space Florida
• Cecil Spaceport
• Mojave Spaceport
• Las Cruces Spaceport
• Security clearance also preferred
• Required computer skills
• Engineering software tools
• MS Office (Word, Excel, Outlook)

• MS Project
