OVERVIEW

Position

This full-time contract Project Manager 2 position provides project management (PM) support to the *** (BPA) s Real Property Field Services (TERR) Supervisory Realty Specialist and is located at the BPA Headquarters in Portland, OR.

This position facilitates costly and sensitive transmission related projects that require Real Property Services support.

Organization

Real Property Field Services (TERR) provides realty support for BPA in the areas of acquisition, disposal, encroachments, rights-of-way management and landowner issues.

TERR adds project coordination and schedule support for larger projects, when multiple tract acquisitions and handoffs might impact project construction dates or outage timing.

TERR has staff located at our District Offices located in WA, OR, ID, MT.

We work with other federal agencies, state agencies, large corporations, and individual land owners to support BPA s infrastructure.

The ideal candidate for this position will be proactive and diplomatic in coordinating and facilitating assigned projects and activities.

POSITION RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Support and facilitate BPA manager-assigned project or multiple projects, from beginning to end in collaboration with senior management, external industry entities and stakeholders, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the BPA manager, team lead or other personnel with the authority to do so, including:

Actively engage with the business to properly understand the business needs, identify dependencies, project expectations, milestones, resources and other initiatives, and assist the BPA manager in deploying the solution.

Identify and request necessary subject matter experts needed during the project.

Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with and provided by appropriate BPA performance managers.

Collaborate with business units and BPA performance managers to resolve resource allocation issues.

Facilitate kick-off meetings with sponsors, stakeholders, and partners and validate approval/buy in of project plans and commitment of resources.

Schedule and facilitate project team meetings and coordinate activities of sub-teams.

Alert BPA manager of and obtain appropriate authorization for any potential changes to project cost, schedule or performance.

Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.

Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives.

Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals.

Draft project plans, resource strategies and funding estimates required to advance each assigned project / defined effort.

Administer project tasks on a daily basis (may include multiple projects) with regard to time, budget, schedule and quality.

Provide updates and findings to BPA manager.



Alert BPA manager of and obtain appropriate authorization for any potential changes to project cost, schedule or performance.

Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.

Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate BPA manager / personnel of any obstacles / potential delays to project timelines, targets or success; provide corrective action recommendations.

Issue project status reports on a regular or as requested basis.

Maintain consistent communication with project sponsors, BPA managers, and stakeholders on the progress of the project compared to the work plan.

Collaborate and work with project sponsors and BPA managers to remove obstacles impacting timely project completion.

Coordinate Real Property Services (TER) efforts to acquire land rights and permits on New Transmission Line Projects, Transmission Line Rebuild Projects, Transmission Substation Projects, Communication (Radio and Fiber) Projects and other project types as assigned.

Coordination includes: facilitating meetings, tracking real property tasks for capital projects, working with project managers, engineering, and outside agencies to validate real property is acquiring and delivering the appropriate products to construct.



Coordinate Real Property Services activities including support from Geospatial Services, Survey and Mapping, Real Property Field Services, Real Property Valuation & Forestry and Real Property Services Technical Support by facilitating team meetings, gathering requirements, creating and managing schedules.

Coordinate with the Transmission Engineering Project Managers as well as the Real Property Services Project Management Team to develop a detailed Real Property Services project scope and a project schedule that is aligned with and conforms to the overall Transmission Project Management project schedule.

Coordinate with TER Resource Managers (RMs) to verify project resource requirements for Availability-to-Promise (ATP) scheduling commitments.

Serve as primary TER point of contact for assigned projects; including, facilitating and tracking all internal and external deliverables throughout the life of the project.

Deliverables include:

Land Rights Reviews and Analyses,

Permission to Enter Property (PEP) documents,

Location Line Reports,

Land Acquisition Request (LAR) documents,

Land acquisition document assemblies,

Appraisals and final land acquisition documents.

Monitor and maintain project status including stakeholder dependency milestones as well as TER deliverable milestones.

These critical Real Property Services milestones include: majority of PEPs complete, L-Line report complete, LARs complete, appraisals complete, negations complete and land acquisition complete.

Track Real Property dependency milestones including: proposed location of facility, final location of facility, vetted access road plan complete and land rights required date.

Risk Mitigation:

Analyze and identify project risks, complete a risk registry and plan risk responses;

Monitor for risk triggers throughout the life of the project and provide recommendations for risk responses/mitigation plans when required;

Reassess risks at key milestones throughout the life of the project and develop a plan of action to mitigate newly identified risks;

Alert stakeholders including the manager of TERP of any risks that will negatively affect the project scope or schedule.

Monitor any changes to project scope to ensure that the project schedule and estimate are reflective of changes.

Periodically monitor and track current resource commitments to ensure they are adequate to meet project demands.

Provide background information, technical input, options and recommendations that facilitate project decision-making.

This may include, at management request, arranging, attending and facilitating decision-making sessions/meetings with BPA management, executives and key stakeholders, including, drafting agendas, answering technical questions, and presenting information, options and recommendations for decision-maker consideration.

Participate in group improvement efforts, including drafting new or revising existing process and procedure documentation, recommending quality or efficiency improvements, and assist with the implementation of BPA management-approved recommendations.

Support and facilitate the following functions:

Written and verbal sponsor communication;

Project team communications and coordination;

Inter-project team communications and coordination;

Team meeting and sponsor meeting management.

Draft a final project report, including project lessons-learned .



Facilitate project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.

When necessary, facilitate the transition of a project or program to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

A Bachelor degree in Engineering, Project Management, Business Administration, Organizational Development, Computer Science, or a related technical discipline is preferred.

With an applicable Bachelor s degree, 5 years of experience is required.



With a non-applicable Bachelor s degree, 7 years of experience is required.



Without a degree, 10 years of experience is required.



Experience should include demonstrated project management experience, including app aspects of process development, planning and execution is required.



Required Technical Skills & Experience (required on matrix)

Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include Geospatial Services, Survey and Mapping, Real Property Field Services, Realty Support Services, or experience coordinating projects that include these support services

Experience managing multiple simultaneous projects with competing priorities

Ability to manage process reengineering, business transformation, and change facilitation

MS Project experience

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating.

Footwear must lace up over the ankle and have a rigid sole and heel.

The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.

All contract related decisions (modifications, changes, performance) MUST be determined by appropriate federal personnel (COs).

Decision Making

CFTE may provide input and recommendations to decision-makers.

ONLY appropriate federal personnel may make decisions which obligate BPA resources or to a specific course of action.


Direction & Control
(directing BFTE)

CFTE are not permitted to direct the actions of federal employees (BFTE) or have any control or input into their performance.



Work of BFTE MUST be assigned by federal manager, supervisor, Program / Resource manager or other appropriate designee.

Disposing Govt.

Property

ALL decisions regarding the disposal of BPA property MUST be made by appropriate federal personnel; and, all property dispositions MUST be directed and controlled by the Investment Recovery Center (IRC).

Dissemination of Agency/Policy Information / Training

All training and any information that is to be disseminated MUST be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.

Inspection / IT Testing

Processes and procedures MUST ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

HR Support

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

ALL work products MUST be reviewed and finalized by appropriate federal employees.

Policy Development


BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

ONLY BPA federal employees MAY determine the applicability and interpretation of regulations.



CFTE are not permitted to interpret regulations for or on behalf of BPA.

Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA


Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE MUST receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
