We have an opening for a Compliance Project Manager in Houston, Texas This will be a full-time, regular (with benefits) position.

What you will accomplish

  • Demonstrates strong technical and regulatory knowledge related to environmental resources management and construction procedures for multi-discipline projects
  • Leads compliance projects/tasks from start to finish, with guidance (PM for medium projects or Task Lead for large projects); serves as most senior SWCA representative in the field
  • Responsible for financial performance and schedule of the project and negotiates staff and subcontractor costs to meet budget
  • Designs field approach/plan and leads project staff in overall project completion
  • Assigns and communicate technical needs and project tasks to project team members
  • Manages workflow, data flow, and scheduling
  • Communicates with construction and client representatives in the field and/or at project meetings to determine necessary tasks that require monitoring as applicable to permit conditions, memorandums, and/or applicable project documents independently
  • Designs and leads trainings
  • Reviews and tracks variance requests
  • Oversees and performs QA/QC, organization, and tracking to ensure project requirements are met
  • Manages quality and completeness of data collection and report completion from start to finish
  • Prepares management plans and permit applications (e.g., SWPP plans, SPCC and other spill response plans, dewatering permits, discharge applications, etc.)
  • Performs mid-level technical peer review of documents
  • Is an active member in technical/industry organizations
  • Adeptly interfaces with clients and agencies related to specific tasks to ensure needs and objectives are met; serves as a point of contact in the field for client PM, contractor superintendent, regulatory agency personnel, and third-party inspectors
  • Represents SWCA at client and agency meetings in the field
  • Contributes to technical standards for sub-region
  • Prepares draft scopes and budgets for mid-size projects, or contributes to large proposals
  • May supervise; coaches others within the office
  • Prepares and ensures implementation of the safety plan

  • Experience and qualifications for success

  • Bachelor’s degree in environmental planning, environmental science, biology, natural resource management, or another science-related field.
  • Minimum of seven (7) years of experience in environmental construction compliance management of large-scale energy infrastructure projects, including O&G, transmission, transportation, or renewable projects.
  • Experience should include complex, multi-disciplinary projects; leading meetings with clients and agencies; directing project teams including subcontractors; preparing or directing staff; and setting and adhering to project budgets and delivery schedules.
  • Advanced knowledge of pertinent current and pending federal and state environmental regulations and the ability to develop project management plans to satisfy regulatory compliance.
  • A working understanding of agency internal processes and procedures and positive existing relationships with state and federal land management and regulatory agencies.
  • Proven experience with large energy development projects on public lands.
  • Applicants must have valid driver’s license and be able to meet SWCA’s driver requirements.
