Job Description
Job Summary: The Project Manager for Contract Compliance will oversee and ensure compliance with Small Business, Disadvantaged Business Enterprises (DBE), federal and state labor compliance and Project Labor Agreement (PLA) contract requirements for large transportation construction projects.
Project Manager will possess experience with and in-depth knowledge of DB regulations and reporting requirements, state of California Department of Industrial Relations (DIR) and Federal Department of Labor (DOL) prevailing wage standards, and PLA.
Key Responsibilities:
1.
Contract Compliance:
o Ensure all project activities comply with federal, state, and local regulations related to DBEs, DVBEs, and other minority and disadvantaged business programs.
o Monitor and report on compliance activities, preparing detailed reports for internal and external stakeholders.
o Develop white paper and provide Awarding Body ongoing technical advisement regarding PLA negotiation, adoption and implementation.
o Ensure all project activities comply with federal and state prevailing wage requirements.
o Prepare reports on status of labor compliance documents for construction projects.
o Assist in responding to audit requests from the Awarding Body, the State of California Department of Industrial Relations (DIR), the Federal Department of Labor (DOL) and other regulatory authorities.
o Develop Project Labor Agreement compliance infrastructure and compliance and local hire reports.

Outreach and Engagement:
o Develop and implement outreach programs to engage minority and disadvantaged businesses in transportation construction projects.
o Conduct workshops, seminars, and training sessions to educate businesses on participation requirements and opportunities.
o Build and maintain relationships with community organizations, advocacy groups, and other stakeholders.
o Maintain strong relationships with the project area Building Trades Council and affiliate members.
o Provide PLA technical assistance to the contracting community.
o Establish and preserve partnerships with various stakeholders to realize Awarding Body and the PLA's goals.
3.
Project Management:
o Oversee the implementation of compliance programs across multiple transportation construction projects.
o Coordinate with project teams to integrate compliance requirements into project plans and timelines.
o Track project milestones and deliverables, ensuring compliance activities are on schedule and within budget.
o Manage junior level staff to ensure all contract compliance department objectives and deliverables are met.

Reporting and Documentation:
o Maintain accurate records of all compliance activities and outreach efforts.
o Prepare and submit compliance reports to regulatory agencies and funding bodies as required.
o Document and address any issues of non-compliance, implementing corrective actions as needed.
5.
Team Collaboration:
o Work closely with project managers, engineers, and other team members to ensure seamless integration of compliance activities into overall project plans.
o Provide guidance and support to project teams on compliance-related issues.
6.
Continuous Improvement:
o Identify opportunities for process improvements in compliance and outreach activities.
o Stay updated on changes in regulations and best practices related to DBEs, DVBEs, minority business participation, labor compliance and PLA's.
