Job Description

The Project Manager IV will manage project activities including developing, implementing, tracking budgets, tracking timelines and deliverables, and providing periodic evaluations and reports for projects that are generally large in scope.

Responsibilities:

- Defines and ensures project mission and vision are met.

Establishes strategic alignment and defines stakeholders through the Texas A&M Natural Resources Institute (NRI) Natural Resource Conservation & Policy Program (NRCP) in support of the Department of Defense.

- Installation conservation compliance solutions that are science-based, efficient, and effective, focused on multi-species ecosystem conservation at a landscape scale.

Conservation compliance relates to natural and cultural resource laws such as but not limited to National Environmental Policy Act, Clean Water Act, Endangered Species Act, Sikes Act, as well as other as site specific condition dictate on off installation properties.

- Identify, develop, and assist in applying research-based solutions to complex natural resource issues that promote simple and conflict free conservation actions in multi stakeholder situations.

- Manages project portfolios in line with business strategies and in accordance with project management standards.

Periodically conducts meetings with stakeholders to schedule and coordinate project activities.

- Coordinates project resources in conjunction with resource holders and other project managers.

- Manages projects that the problem and solution are difficult and complicated to achieve.

- Manages project quality control and assurance.

May have significant links to other projects.

- Establishes goals for project delivery.

Applies current best practices in vendor selection, contract negotiation, and project lifecycle.

- Directs and coordinates activities of project personnel to ensure project progress is on schedule and within prescribed budget that usually has a significant impact on financial revenue and expenses.

- Manages and/or supervises project team members as needed.

- Performs other related duties as assigned.

Required Education and Experience:

- Bachelor’s degree in Natural Resource Management, Forestry, Rangeland Science, Wildlife Science, Environmental Planning & Assessment or other closely related field

-Nine or more years of related experience

Preferred Experience:

- Masters in Natural Resource Management, Forestry, Rangeland Science, Wildlife Science, Environmental Planning & Assessment or other closely related field or commensurate experience that demonstrates advanced technical and leadership abilities with a minimum of 15 years of experience in species, habitat, and conservation management.

- Experience in planning and documentation of management practices and treatments in a variety of ecosystems in compliance with applicable policies and laws.

- Experience developing and achieving strategic objectives, managing budgets, and coordinating with professional staff.

- Experience working with a broad range of stakeholders such as agency professionals with federal, state, or other public organizations with a conservation mission or focus.

-Education or experience in advanced literary processes, standards, and methods in relation to developing and publishing technical, professional, and popular materials for a varied group of end users.

- Experience in managing multiple projects and initiatives with a variety of stakeholders, sometimes with competing interests, on a multitude of subjects to ensure collaborative and mutually agreed outcomes.

- Experience directing and managing strategic projects to implement vision to accomplish goals.

Required knowledge, skills and abilities:

- Ability to create a positive work environment that fosters creativity and productivity.

- Strong communication, computer and coordination skills.

-Ability to multi task and work cooperatively with others.

Preferred knowledge, skills and abilities:

- In depth knowledge of legal, regulatory, planning, and reporting processes utilized to provide for conservation and compliance in relation to natural and cultural resource management.

- In depth knowledge or experience working with the National Environmental Policy Act, Sikes Act, Endangered Species Act, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, the Clean Water Act or other conservation compliance laws, policies, and regulations.

-Ability to negotiate and prepare compliance documents to successfully implement NEPA, CWA, Section 7 of the Endangered Species Act or others in relation to federal agencies.

Preferred certifications/licenses:

- Certification in natural resource professional organizations that have continuing education standard for continued development and currency in practice.
