Contract Duration: 12 months (with possible extension)

The State of South Carolina seeks a Project Manager Project Lead to establish and oversee the Office of Compliance Assistance.
This role will manage all aspects of program setup, including IT implementation, data system development, process design, and stakeholder coordination.
This is a rebid position (Repost of ID 8327), now updated with a revised title and bill rate.

Define project scope, objectives, and deliverables by reviewing project proposals and establishing timelines, budgets, and procedures.
Manage and coordinate multiple large-scale, multi-agency projects from inception through completion using standard project management methodologies.
Identify, assess, and mitigate project risks to ensure timely and successful delivery.
Develop and execute comprehensive communication plans involving agency leaders, elected officials, regulated entities, and the public.
Prepare and present regular project updates and performance reports to sponsors and stakeholders.
Manage procurement activities, including RFP development, vendor selection, and contract negotiations.
Oversee project documentation, quality assurance, and compliance with federal and state laws and agency standards.
Provide training and mentorship on project management best practices.
Strong knowledge of the South Carolina Department of Environmental Services (SCDES) mission, programs, and objectives.
Expertise in project management principles, methodologies, and best practices.
Excellent planning, organizational, and leadership abilities.
Proficiency in state government procurement, fiscal policies, and processes.
Strong analytical and decision-making skills with the ability to prioritize effectively.
Excellent written and verbal communication skills, with the ability to engage diverse audiences.
Ability to interpret and apply environmental rules and regulations.
Education: Bachelor s degree.
Experience: Proven experience managing large projects of moderate to high complexity and risk.
Demonstrated success in leading statewide or enterprise-level IT initiatives.
Expertise in coordinating multiple concurrent projects, aligning with organizational objectives.
Experience in data-driven reporting and performance monitoring for informed decision-making.
Strong interpersonal and team-building skills with the ability to foster collaboration across agencies.
Ability to merge technical, business, and management skills to achieve strategic outcomes.
Minimum of 20 years of experience implementing South Carolina environmental programs.
