Job Description

The Regional Coordinator - Region 5/6 will assist the Assistant Chief - TIFMAS with the overall management and coordination of the TIFMAS program.

They will represent TIMFAS leadership at regional meetings to promote program awareness and foster collaboration with partner agencies, as well as assist with the planning and delivery of trainings and the delivery of the red-carding process.

Will provide guidance to fire departments on TIFMAS program and qualification standards, training requirements and equipment stocking levels.

The Regional Coordinator will deploy as able to assist with wildfire and all-hazard incidents as needed to support field operations and response efforts, to include participating in inventory management for both program-specific and agency-wide equipment.

They will collaborate with other state response agencies to ensure seamless inter-agency coordination during emergency response. Regions 5 & 6 consists of offices in Alice, Beeville, Corpus Christi, Edinburg, Fredericksburg, San Antonio, Uvalde and Victoria.

The position can be based in any of these locations.


Responsibilities:

-Serve as a member of the TIFMAS leadership team.

Assist the Assistant Chief - TIFMAS in the management of the program by supporting the management and execution of key program functions.

This includes actively participating in the delivery of essential components of the program as assigned.

The role also involves assisting and managing special projects, which may include budgeting, plan development, organizing and attending meetings, committee participation and performing other administrative and strategic functions necessary to advance the goals of the program.

-Identify essential training and qualification needs for regional operations and assist in coordinating the professional development of personnel within the region.

This includes delivering training sessions and supporting individuals with obtaining required qualifications for their roles.

Responsible for ensuring readiness and operational safety of all TIFMAS emergency response resources and personnel within the region maintaining a high standard of preparedness and effectiveness across all regional operations.

-Assist with coordination of response to wildland fire incidents as well as other all-hazard incidents and events within the region.

Emergency response may require: extended travel of 14+ days away from the home unit and may include working long hours with minimal rest and in primitive conditions in addition to exposure to harsh environmental conditions: smoke, wind, sunlight, rain, temperature extremes.

Walking longs distances, standing for extended periods, twisting, bending, reaching and kneeling, lifting and carrying heavy objects.

Driving motor vehicles for long distances.

Operating heavy equipment with related exposure to equipment vibration and noise.

Operating computers with monitors for extended periods of time.

Emergency response may result in exposure to emotionally stressful situations for extended periods of time.

This position must meet and annual physical fitness standard by passing the Moderate level Work Capacity Test (WCT).

-Promote engagement and collaboration between regional personnel with fire departments, emergency management community, other state and federal agencies and other partners and cooperators on incident management and fire-related issues.

Duties may include ensuring individual or regional support of efforts such as assisting with local capacity building programs and other initiatives that increase response capabilities at the local, regional and statewide level, with related training and preparedness, as well as supporting additional programs and projects including training academies, fuels assessments and other intra and inter-departmental initiatives aimed at strengthening overall emergency response and wildfire management effectiveness.


-Be familiar with and maintain awareness of issues at the state, area and regional levels that impact fire and emergency management.

Assist with delivery of all agency programs related to emergency response.

-The individual will maintain awareness of issues at state, local and regional level that impact fire and emergency management operations.

This includes monitoring developments that may influence response strategies, resource allocation and inter-agency coordination.

Additionally, assist with delivery of all agency programs related to emergency response, ensuring alignment with organizational goals and the effective implementation of services across various operational levels.

Education and Experience:

Required Education: Bachelor's degree in applicable field or equivalent combination of education and experience in lieu of degree.

Preferred Education: Master's degree in Emergency Management, Fire Sciences, Public Administration or related field of study.

Required Experience: A minimum of seven years experience with a recognized municipal fire department, wildland fire agency or emergency management organization in a position that includes emergency response and in supervisory role.

Experience may also include serving as a Single Resource Boss or above within TIFMAS, the agency or a combination of related experience.

Demonstrated knowledge of the Texas Fire Service and particularly the Texas Intrastate Fire Mutual Aid System (TIFMAS).

Experience operating under the National Incident Management System.

Preferred Experience: Hold the rank of Captain or higher in a recognized municipal fire department with demonstrated experience in managing personnel, budgets and projects related to emergency response operations.

Possess NWCG qualifications at FFT-1 level or higher, unit or section-level qualifications through NWCG IMT program.

Experience with NWCG task books, IQS and Emergency Management processes.

Knowledge, Skills and Abilities:
Required Knowledge: Knowledge of word processing and spreadsheet applications.

Preferred Knowledge: Working knowledge of wildfire hand-tools, water delivery equipment, firefighter personal protective equipment, wildland fire apparatus, WebEOC or IMT experience.

Required Skills: Excellent verbal and written communication skills.

Strong interpersonal, organizational, and customer service skills.

Preferred Skills: Sound judgement.

Great attention to detail.

Required Abilities: Ability to develop and maintain relationships with various cooperators, stakeholders and the general public.

Work within NIMS/ICS environment at wildfires and all-hazard incidents.

Ability to travel state-wide to attend and provide required training programs, meetings and other functions.

Ability to multitask and work cooperatively with others.

Registrations, Certifications, and Licenses:
Required: Valid Texas Driver's license or ability to obtain one within 30 days of employment.

FFT-1 or higher.

NIMS Incident Command System (ICS) , , and certified.

Preferred: NWCG qualified Strike Team Leader (STEN) or Task Force Leader (TFLD).

Instructor certifications through TCFP and/or SFFMA.

Member of command, general.

unit leader staff or trainee at these levels.

Other Requirements:

Required: Response to statewide wildland and all-hazard incidents will be required.

Provide incident support as a liaison to TDEM at Incident Support Teams (IST) or All-Hazard Incident Management Teams (AHIMT) and agency Emergency Support Function 4 (ESF4) representative at the State Operations Center and agency Emergency Operations Center.

Preferred: Assist TIFMAS program during Emergency Management Assistance Compact events.
