The Department of Natural Resources is seeking to fill one (1) Regional Services Supervisor in the Office of Management and Budget Services.
This position is responsible for planning, implementing, administering and evaluating all procurement and accounting functions and systems for the Department to ensure they function accurately, efficiently and in accordance with state & federal regulations and/or DNR policies and procedures, and generally accepted accounting principles and practices.
The position oversees and implements financial processes for public assistance requests and reimbursements for FEMA for all non-fire natural disasters.
This position conducts detailed analysis of financial information for regional direct cost plans and provides guidance to the Regional Management Team (RMT) and Division Management Teams (DMT).
This position provides staff supervision and leadership so that Regional Services functions are carried out in an ethical, efficient and customer focused manner.
Responsibilities include but are not limited to:
+ Direct and manage all procurement activities for Regional Services to ensure an effective practice that is in compliance with all State of Minnesota laws, policies, and procedures.
Provide direction and training to staff on contracting and purchasing to ensure all applicable laws, regulations and policies are followed.
+ Plan, develop and direct fiscal operations and services in the regions.
Ensure financial transactions are in compliance with generally accepted accounting principles (GAAP), state and federal laws, state accounting and procurement policies.
+ Supervise, lead and direct Regional Services staff so that financial and general administrative functions are conducted in an ethical, efficient and customer focused manner.
+ Manage the Federal Emergency Management Agency (FEMA) process for public assistance requests and reimbursements for all non-fire natural disasters.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change.
If approved, the employee would be required to complete a telework agreement.
This position will require reporting to the primary work location in accordance with the telework policy and for meetings, training, onboarding, business needs, and as needed by the supervisor.
The selected candidate will have the option to report to one of the following locations: St. Paul, Bemidji, Grand Rapids or New Ulm, MN.
The specific location will be agreed upon at time of selection.
**Minimum Qualifications**
+ Four (4) years of professional level procurement and/or accounting experience with demonstrated knowledge of generally accepted accounting principles and practices (GAAP) sufficient to direct, instruct, monitor, and maintain department construction, services procurement and accounting operations.
+ A bachelor's degree in accounting, business, finance or closely related field may substitute for one (1) year of experience.
+ Supervisory or leadwork experience demonstrating the ability to direct work, manage conflict, hold employee accountable, support growth and development, and train and motivate staff to perform all jobs effectively.
+ Strong interpersonal skills, teamwork skills and customer service skills sufficient to lead a team of procurement and accounting staff and provide excellent communication and customer focus.
+ Ability to develop and implement procedures to increase the efficiency and effectiveness of the procurement and fiscal operations; prepare and interpret complex records and reports, recognize problems and effect solutions; speak and write effectively.
+ Communication skills sufficient to communicate policies, procedures, and standards effectively to maintain effective working relationships with managers, public and employees.
+ Demonstrated commitment to diversity and inclusion and creating a positive work culture.
**Preferred Qualifications**
+ Consultant or construction contract management experience, which includes writing Requests for Proposals (RFPs), bidding, awarding and administering contracts.
+ A bachelor's degree in accounting, business or finance or closely related field.
+ Experience working with the State's financial systems, SWIFT and SEMA4.
+ Familiarity with the language and intent of appropriation laws and statutes governing procurement and fiscal management, rules and governmental policies related to natural resources activities in Minnesota.
+ Knowledge of state purchasing and contracting policies, procedures and laws.
+ Knowledge of government accounting, auditing and reporting requirements sufficient to ensure financial operations comply with all applicable laws and standards.
+ Knowledge and experience in continuous improvement or business process design.
+ Human relation skills sufficient to deliver customer service to both internal and external customers in high pressure situations.
