Job description

What You Will Do This position will be filled at either the Science/Engineering Program Manager 3 (SEPM-3) or Science/Engineering Program Manager 4 (SEPM-4) level, depending on the skills of the selected candidate.

Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Non-Nuclear Production Operations Stockpile Integration Office (NNPO-SI) is looking for a highly motivated Science/Engineering Program Manager (SEPM) to be part of the Production Operations team.

The position will be filled at the SEPM-3 or SEPM-4 level.

The selected candidate will be part of the LANL Production Agency (PA) supporting the NA-121.2 Office of Stockpile Management Production Operations Program portfolio.

The position will support the Project-Program Director lead and will report to the Project-Program Director 5 for NNPO-SI.

The SEPM-3 job duties will include: ($138,500-$233,200)

  • Directly support the Project-Program Director lead to effectively manage the overall scope of work within the LANL-Production Agency (PA) NA-121.2 Production Operations program.
  • Work in partnership with the Production Operations program management team to support the overall scope of the Production Operations portfolio and adhere to planning, reporting and documentation requirements detailed by the institution and NNSA Production Operations Federal Program Office (FPO).
  • Support internal cross-organization and external cross-site/cross-agency collaborations to ensure overall successful program execution, including routine interface with internal Work Package Managers and line organization management teams to maintain communication across the overall portfolio.
  • Assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance deliverables.
  • Assist in managing portfolio risks in coordination with affected line executing organizations: identify potential portfolio risks, develop risk mitigation strategies and corrective actions, recommend risk acceptance/avoidance, and monitor and report on mitigation plan progress for the scope associated with the Production Operations program.
  • In addition to the SEPM-3 duties outlined above, the SEPM-4 job duties will include: ($150,300-$260,800)
  • Coordinate and lead monthly status meetings with Work Package Managers and the respective line organization management team.
  • Collaborate with internal line executing organizations and high-level external customers to develop and negotiate scope, monitor progress, and report status on Level 2 Milestone grading criteria.

    The successful candidate must demonstrate the ability to balance the best interests of the customer, program/line, and the institution.
  • Mentor junior staff in the planning, tracking, and execution of program plans.
  • Apply broad knowledge and expertise to help develop a strategic, annual, integrated 7-year program execution/implementation plan.
  • What You Need Minimum Job Requirements: Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process.

    Program Management: Advanced knowledge of and consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing funding, cost plans, change control and risk.

    Demonstrated ability to successfully manage a program and provide direction to a project management team.

    Portfolio Management: Advanced knowledge of the technical or operational discipline of the assigned portfolio(s).

    LANL: Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).

    Communication: Successfully demonstrated experience in interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts.

    Excellent oral and written communication and presentation skills.

    Collaboration: Successfully demonstrated experience in developing and nurturing effective internal and/or external customer relationships.

    Experience in developing and nurturing effective internal and external customer relationships and effectively report program information to the FPO and external program counterparts across NNSA sites.

    Additional Job Requirements for Program Manager 4: Stockpile Management: Expert knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process.

    At this level an advanced degree is typically expected.

    Education/Experience at SEPM-4 level: Position requires a bachelor's degree in a science or engineering related field from an accredited institution and 12 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

    At this level an advanced degree is typically expected.

    Desired Qualifications: Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

    Leadership: Demonstrated experience in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

    Product Life Cycle: Demonstrated experience in supporting a program or set of programs through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).

    Project Management: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.

    Project Management Institute Project Management Professional (PMP) certification or equivalent.

    LANL: Advanced to expert knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).

    Education: At this level an advanced degree in a technical or STEM related field is preferred.

    Work Location: The work location for this position is onsite and located in Los Alamos, NM.

    All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.

    If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader.

    The position commitment for this position is 1 year.
