GENERAL POSITION DESCRIPTION:

The Director of Clinical Operations serves as the principal business administrative manager for the clinical programs in the College of Optometry; provides oversight and coordination of the practice management and business policies of clinical operations; serves as the principle liaison for the Directors of Clinics; works in cooperation with the Associate Dean of Clinical Programs, Directors of Clinics, Chiefs of Service, Director of Ophthalmic Services and faculty, staff and students providing oversight and management for the business functions of the clinics within the College of Optometry.

This position directly reports to the PUHS Chief Clinical Operations Officer (CCOO).

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:

Administrative:

  • Oversees clinical services and works with the Director of Ophthalmic Services to incorporate best clinical business practices and policies across clinical and optical operations.
  • Actively collaborates with other University Offices to enhance effective, efficient, and compassionate delivery of patient care in a clinical educational setting.
  • In cooperation with the Associate Dean of Clinical Programs, assists in implementing strategies for fiscal enhancement and advancement of the College’s clinical programs.
  • Provides faculty and staff training in the area of clinical operations and tracks clinical compliance training for faculty and staff.
  • Serves as the direct supervisor for all Optometry Office Managers.
  • Works with Healthcare Clinic Operations Team on implementing EHR upgrades by providing faculty and staff training in a timely manner on new protocols.
  • Works with the Office of Academic Programs to coordinate initial clinical faculty staffing schedules and student internal clinical schedules.

    Works with Academic & Clinical Support Coordinator, Office Managers, Clinic Directors and Attendings to coordinate schedule changes and fill in coverages.
  • Works with Central Billing team to evaluate and correct billing and registration errors.
  • Evaluates and ensures the clinic's staffing and equipment resources meet operational needs.
  • In cooperation with the Associate Dean of Clinical Programs, assists in the development of the annual budget for clinical services operation.
  • In cooperation with the Associate Dean of Clinical Programs, works to ensure fiscal responsibility and viability for clinic operations.
  • Manages key marketing statistics and business performance trend analysis records.
  • Oversees HIPAA training for all EHR users in the College and tracks training compliance.
  • Coordinates and approves student workers and interpreters for the clinics.
  • Resolves healthcare quality issues and contributes to clinic operational effectiveness by identifying challenges and develops short- and long-term countermeasures and goals in collaboration with the ADCP.
  • Fosters and supports a safe working environment, leading by example in personal work practice and takes initiative to correct reported/observe unsafe conditions or behaviors.
  • Personnel:

  • Functions as an integral member of the support staffing team for clinic operations.

  • Serves as on-site managed care liaison officer in the College of Optometry’s clinical program.
  • Oversees the recruitment, hiring, onboarding, and training of front office managers and staff serving in the optometry clinics, as well as their ongoing professional development.
  • Provides leadership direction, mentoring, and coaching to direct reports, as well as the assignment of work tasks and general performance management.
  • Conducts performance reviews for all direct reports and develops action plans for continued development and performance improvement.
  • Administers progressive discipline, including corrective action, when necessary, to ensure high levels of job performance and compliance with organizational policy.
  • Manages payroll activities for direct reports to include timekeeping, approval for time off requests and other administrative functions.
  • Communication Facilitation:

  • Participates in COO team meetings with clinical staff, the director of ophthalmic services, clinic directors, service chiefs, and the PUHS chief clinical operations officer (CCOO), and assists the ADCP in meeting preparation.
  • Works to facilitate inter-communications and intra-communications for all constituent groups regarding clinical business policies.
  • Serves as liaison between the College of Optometry, community members, managed care agencies, and University business office in collaboration with Healthcare Clinic Operations Team.
  • Works as a staff team builder regarding clinical programs, business, and operational policies for staff, students, and faculty in the College of Optometry.

    Leads all clinic staff meetings.
  • Works with all University stakeholders and partners to ensure compliance in policy and healthcare delivery.
  • Participates as a member of and supports the University Healthcare Clinic Operations, Compliance Committee, University Information Systems project meetings, and Clinic Leadership Meetings.
  • Research, Data Gathering & Management:

  • Directs, coordinates, and manages the process for compiling data for annual, focused, and general reporting relative to College and University accreditation, such as patient encounter numbers, CPT analysis, ICD analysis, utilization trends, and status of business initiatives and/or policy for the College of Optometry.
  • Oversees compliance with respect to ongoing Meaningful Use/MIPS and other electronic healthcare records governmental mandates.
  • Assists in compiling ACOE accreditation reports for accreditation compliance.
  •  SECONDARY FUNCTIONS:

  • Serve as an ambassador to all constituencies.
  • Support and maintain diversity among students, faculty, and staff and work to establish and maintain a diverse and inclusive work environment.
  • Maintain a teamwork dynamic and to stay supportive of the needs of faculty, students, and all publics served.
  • Responsible for providing coverage during clinical staff vacancies to ensure uninterrupted operations should staffing shortages occur.
  • Performs other related duties as assigned by either the Chief Clinical Operations Officer or the Associate Dean of Clinical Programs that are in the scope of the job functions of the position.
  • JOB SCOPE:

    The Director of Clinical Operations reports to the PUHS CCOO and works in close collaboration with the Associate Dean of Clinical Programs (ADCP), the ad hoc Clinics Committee, and the Director of Ophthalmic Services, in the development and implementation of project goals, refinement of operational policies and protocols, with relative autonomy in the implementation of the policies.

    Accountable for assigned project outcomes and completion.

    SUPERVISOR RESPONSIBILITY:

    The Director of Clinical Operations is responsible for the oversight and supervision of a team of clinic staff members of PUHS for the College of Optometry.

    The principal responsibilities are to ensure implementation and consistency in programmatic and business operations.

    Responsible for staff reviews, recommendations for promotion, conflict resolution, and development of remediation as needed.

    Serves as an advocate for the clinical staff.

  • EDUCATION AND/OR EXPERIENCE:

    Must hold a BA/BS and or equivalent years of education and experience.

    Preference to a MPA, MBA, MHA or equivalent with experience in health care delivery and administration or an OD with a strong business administrative background.

    Must be able to demonstrate proof of management skills and the ability to work effectively with others.

    WORKING CONDITIONS:

    Private office space, personal telephone, personal desk and computer.

    Limited travel required for attendance at meetings and education events.

    This is an in-person position with limited flexibility for remote work.
