Overview

Lawrence Berkeley National Laboratory (LBNL) is seeking an Electrical Authority Having Jurisdiction (AHJ) for the Advanced Light Source Upgrade Project (ALS-U) , a large-scale Department of Energy (DOE) project to upgrade the Laboratory's flagship particle accelerator.

This role oversees the safety of electrical installations, modifications, equipment replacements, and the use of listed and unlisted equipment.

A key responsibility is resolving complex electrical issues through in-depth analysis.

The AHJ applies a graded, risk-based approach aligned with applicable codes, regulations, and institutional policies to ensure safe work practices and compliance while supporting project goals.

What You Will Do

  • Serve as the Electrical Authority Having Jurisdiction for implementation and application of NFPA 70 (NEC) and NFPA 70E for the ALS-U Project, ensuring electrical safety and compliance across all installations and unlisted equipment.

  • Oversee premises wiring installations (e.g., transformers, panels, disconnects, programmatic cabling).

  • Inspect and approve grounding and bonding, and manage electrical code compliance review process.

  • Review and approve electrical designs, specifications, and field conditions for NEC compliance and constructability.

  • Review and approve alternative methods of compliance (equivalencies) when supported by technical justification and demonstrated appropriate level of safety.

  • Manage in-house and third-party electrical inspections and maintain documentation.

  • Approve third-party field evaluations and on-site inspections of unlisted equipment, per NFPA 70E Article 350.

  • Conduct hazard evaluations and risk assessments using NEC, NFPA 70E, and IEEE methodologies.

  • Collaborate with project managers, engineers, safety professionals, and stakeholders to resolve complex issues using a risk-based, graded approach.

  • Develop practical, compliant solutions that balance operational safety with project deliverable goals, budget, and schedule constraints.

  • Lead issue resolution and provide oversight to electrical inspectors and database maintenance for unlisted equipment.

  • Interface with the DOE Berkeley Site Office and LBNL management and safety staff regarding NFPA 70 and NFPA 70E applications and determinations made for alternates (equivalencies), exemptions, and waivers.

  • Conduct frequent field inspections and ensure safe work practices throughout.

What is Required

  • B.S. in Electrical Engineering (or related field) with 12+ years' experience or an equivalent combination of education and experience in applying NFPA, OSHA, UL, IEEE, and other codes to ensure compliance in electrical installations, evaluations, and safety.

  • Deep knowledge of electrical codes, standards, and engineering practices; experience reviewing designs, inspecting installations, and evaluating listed/unlisted equipment.

  • Proven ability to resolve code compliance issues in real-time and apply advanced principles to develop effective, risk-based solutions.

  • Demonstrated strong leadership supervising safety professionals, leading teams, conducting hazard assessments, and overseeing electrical safety programs and training.

  • Expert in OSHA, DOE, NFPA, and IEEE requirements; ability to interface with internal stakeholders and regulatory agencies.

  • Strong project management, reporting, and communication skills; effective with multidisciplinary teams and audiences across technical and non-technical backgrounds.

  • Demonstrated judgment, independence, and adaptability under pressure; commitment to continuous learning and maintaining a professional work environment.

  • Holds or qualifies for relevant certifications (e.g., Professional Engineer, CESCP, ICC/CEI/IAEI, LBNL Qualified Electrical Professional).

Desired Qualifications

  • Advanced expertise in applying electrical codes and standards to science and research installations, including development of code equivalencies to meet scientific operational needs.

  • Academic training or substantial experience in scientific or technical environments.

Notes

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.

  • This position is expected to pay $200,000 to $260,000 annually; salary will be commensurate with the final candidate's qualifications and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.

  • This position may be subject to a background check.

    Convictions will be evaluated to determine if they relate to the responsibilities and requirements of the position.

  • Work will be primarily performed at: Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA.

    Starting May 7, a REAL ID or other acceptable form of identification is required to access Berkeley Lab sites.
