PROGRAM/DEPARTMENT DESCRIPTION:
Healthy Baby, Healthy Child (HBHC) is a home visiting program within the Division of Healthy Start Systems (HSS) in the Child, Adolescent and Family Health Bureau at the Boston Public Health Commission.
HBHC works to advance maternal and infant health equity by providing culturally appropriate, timely services to Boston's most vulnerable families where they live.
The program incorporates a multidisciplinary approach that utilizes community health workers (public health advocates), public health nurses, and social workers to support the needs of families that are pregnant or parenting children under the age of five.
HBHC has advanced maternal and infant health equity for Boston families for over thirty years.
HBHC is seeking a Senior Program Manager to support multiple initiatives to advance maternal and child health including the establishment of a Fetal Infant Mortality Review (FIMR) process.
FIMRs take the lead role in investigating, disseminating findings, and making recommendations around fetal and infant mortality.
FIMR convene a network of health and social service professionals to review cases of fetal and infant death as well as provide support to a coalition of relevant stakeholders to take action to create environments to prevent future deaths.
The successful candidate will play a central role in developing, implementing, evaluating, and ensuring the impact of the FIMR initiative.
They will provide oversight over the data collection and administrative aspects of the program, including assisting with the development and implementation of data collection and case summary procedures, tracking and reporting progress regarding all FIMR activities, and ensuring compliance with all national, state and local FIMR requirements.
They will directly supervise staff including the part-time FIMR medical abstracters and FIMR family interviewers.
Lastly, the position will support the convening of the case review and community action teams.
This position will report to the HSS Division Director and Maternal and Child Health Medical Director.
DUTIES:
· In partnership with Healthy Start Systems leadership, provide oversight over initiatives designed to advance maternal and child health, with an initial emphasis of a Boston Fetal Infant Mortality Review
· Assist in the development and implementation of data collection protocols, including medical record abstraction and non-medical agency records collection, as well as family interview protocols
· Integrate all case data collected into FIMR case summaries
· Coordinate all data collection activities, including record abstraction and interviews
· Ensure confidentiality of all related data collected for FIMR summaries
· Develop administrative records systems and procedures to track FIMR program activities, budget and schedule.
· Conduct quality checks of program data collection activities
· Coordinate cross-sector meetings including agendas, minutes and action items for the case review team and the community action team
· Provides oversight to and facilitate coordination of the FIMR team including supervision of family interviewers, medical abstractors, and other staff as neccesary.
· Coordinates provider outreach activities as appropriate to increase awareness of the FIMR
· Oversee the marketing and communication of the FIMR to internal and external stakeholders.
· Work closely, collaboratively and in a confidential capacity with the HSS Division Director, Maternal and Child Health Medical Director, Director of Intergovernmental Relations, and the Director of Epidemiology.
· Work collaboratively with other public health partners including the Massachusetts Department of Public Health and the National Center for Fatality Review and Prevention
· Work to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
· Performs other duties as assigned.
