Job Summary

The Senior Project Manager position is responsible for day-to-day project management, including planning, coordinating, integrating, monitoring, and driving all project activities and milestones per plan; ensuring the maintenance of technical communications and business files; monitoring and reporting schedule variances from plan; appraising impact of variances; recommending and implementing corrective actions; and maintaining client communications in the Gulf Coast Region.

This position reports to the Sr. Vice President of Construction for Mountain Point, a construction company.

Work will be performed primarily at a federal facility in Cherry Point, NC and within the Southern United States (Texas, Oklahoma, Louisiana, Mississippi, Alabama, Georgia, Arkansas, the Carolinas, and Florida).

General construction work will include building renovations and repairs; new construction; pre-construction services, IT and physical security upgrades; electrical, plumbing and HVAC; and demolition.

Civil and utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services.

The Senior Project Manager is responsible for the planning, scheduling, organizing, directing and controlling assigned construction projects from start to finish according to schedule, specifications and budget.

The employee will provide senior management of projects, personnel, and clients with focus on project management, personnel management/mentoring, and business development.

The Senior Project Manager provides overall direction to a project or group of projects of considerable size, scope and complexity.

The employee ensures the accurate completion of all work products, proper quality control / quality assurance measures are in place consistent with corporate guidelines, and work procedures are performed in a safe manner.

The Senior Project Manager is responsible for management and oversight of self-perform projects and work performed by subconsultants and subcontractors.

The Senior Project Manager is responsible for the overall financial performance relative to project-specific budgets.

will be the direct liaison with the Government Contracting Official on-site as well as directing the daily activities of subcontractors and vendors to ensure compliance with contract documents, safety rules, and quality/security requirements to maximize production and eliminate disruptions and downtime.

The employee will ensure the construction schedule and budget are kept in accordance to plan.

The Senior Project Manager will support the management of the Contractor Health and Safety Program (for purposes of this requirement, the Health and Safety Program is equivalent to Safety and Occupational Health Program in EM -1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual).

Essential Functions and Responsibilities

Duties include:

  • Meet operational standards by contributing construction information to strategic plans and reviews; implementing production, productivity, quality, and customer service standards; resolving problems; identifying construction management system improvements.
  •  Manage subcontractors; monitor, control performance, and ensure quality workmanship
  • Oversee preparation of daily reports of construction activity for office submittal
  • Supervise change proposals, proposal requests, requests for information; supplemental instructions and other contract documentation are required on behalf of Mountain Point
  • Assist Contract Manager so that each subcontractor is provided with Mountain Point’s subcontract package and all agreements, submittals, required government documents, W-9, Certificate of Insurance, Certified Payroll, Lien Waivers, Schedule of Values, etc.

  • Attend and participate in preconstruction progress, weekly meetings, coordination meetings, including project and subcontractor meetings
  • Support project health and safety plans in the workplace according to OSHA guidelines and EM-1-1
  • Maintain high level of professionalism and carry out a policy of courtesy and superior customer service.

  •  Maintain a thorough understanding of commercial construction industry practices and standards
  • Supervise the coordination and input as needed with the contractors providing services and infrastructure
  • Review progress reports and issue progress schedules to clients
  • Assist subcontractors with Federal procedures and rules
  • Enforce all client-required safety policies and procedures
  • Comply with all company policies and procedures and safety requirements, including crew member discipline and documentation
  • Coordinate and conduct final inspections with government contracting and civil engineer personnel
  • Submit as-builts on finished projects
  • Manage close out process and warranty responses with Site Superintendent
  • Work Environment

    Primary work will be supporting construction efforts on U.S. Government contracts at military installations.

    Senior Project Managers typically work full-time in a variety of settings, including offices, facilities or construction sites.

    The work typically involves considerable travel and fieldwork, and the employee can be exposed to dangerous or stressful situations.

    Employee must be able to work with minimal supervision, be flexible, cooperative and take initiative; work well under pressure, plan, be resourceful, and well organized; maintain an effective working relationship with co-workers and be polite and professional with the general public; maintain a professional approach towards work and a positive attitude and philosophy consistent with Company standards.

    Travel Requirements 50 - 75% Salary Grade Job Requirements

    Education and/or Experience

    Minimum of 10 years of experience in the construction industry (preferably heavy civil) as Project Manager:

  • Eight years of federal project experience
  • Five years in supervising/ managing civil and/or construction projects
  • Knowledgeable with the provisions of EM -1-1 Corps of Engineers Safety and Occupational Health Requirements Manual, dated March
  • Bachelor's degree (B.

    S.) from four-year college or university in any Construction related or engineering field.
  • Professional registration in engineering or other is desired.
  • Basic computer skills required and a working knowledge of standard off-the-shelf software applications to include Primavera (P6), RMS, RSMeans and Microsoft Word, Project, and Excel
  • Experience managing IDIQ/Task order projects is highly desired
  • Knowledge of construction costs, scheduling, estimating and engineering principles and techniques, as well as accounting principles
  • Familiar with various construction methods and materials, their characteristics, installation procedures and tolerances
  • Certifications and training should include:

  • Hazardous Material Management (HAZWOPER)
  • 30-Hour OSHA Construction Training Program
  • First Aid/CPR certification
  •  USACE, Construction Quality Management for Contractors
  • Qualifications and Requirements

  • Have 10 or more years of hands-on experience as a Project Manager in similar facility construction technology, methods, and equipment, tools and work procedures
  • Completed 30 Hour OSHA Construction Course
  • Completed 40 Hour EM -1-1 Certified Site Safety & Health Course (desired)
  • Must be able to effectively manage subordinate managers and professionals.
  • Proven skills to identify onsite construction hazards and recommend/implement elimination, mitigation or controls
  • Proven knowledge of construction equipment, methods, and processes and how to incorporate best safe practices in our daily activities
  • Ability to work under deadline pressure, handle stress and deliver professional results
  • Long hours and weekends may be required to meet deliverables
  • Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization
  • Ability to travel to company work sites, as needed
  • Proficient in Resident Management System (RMS)
  • Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of .
