Urgent! Senior Regulatory Policy Engineer Job Opening In Omaha – Now Hiring Omaha Public Power District
The Senior Policy Engineer must have or be able to develop a technical and financial understanding of the implications of Southwest Power Pool (SPP), Federal Energy Regulatory Commission, and Nebraska Power Review Board regulatory issues.
Active participation in SPP Working Groups and regulatory efforts will be necessary for success in this position.
The incumbent will utilize a working knowledge of engineering concepts to understanding regulatory requirements and develop input to maximize OPPD revenue related to OPPD's transmission system and the SPP Integrated Marketplace.
The Engineer also assists with administering transmission tariffs and agreements and requires a high level of interpersonal skills to establish and maintain positive and productive working relationships internal and external to OPPD.

Support and advance OPPD's strategic position on SPP's transmission service and Integrated Marketplace.
* Contribute to SPP and FERC, and provide back-up assistance for Nebraska Power Review Board regulatory activities to ensure OPPD receives favorable treatment.
* Understand the SPP rules and regulations to adapt to evolving situations and support internal inquiries or compliance.
* Become an active member of SPP working groups to track, develop, and optimize marketplace policy.
* Willing to travel to SPP working group meetings to build relationships with other SPP members.
* Develop internal and external relationships to help enhance OPPD's position in the SPP footprint.
* Maintain the OPPD transmission website with up-to-date rates, Tariff, and Standards of Conduct information.
* Develop and forecast OPPD's budget for transmission service revenues and expenses.

Support development of recommendation on OPPD Transmission, Generation, Marketing Policy, and Strategy.
* Support efforts to appraise OPPD Executive Leadership Team and functional teams of any potential risks associated with emerging SPP requirements and policies.
* Advise OPPD on improvements to corporate strategy and strategic initiatives to enhance company value.
* Become an internal SME on SPP regulations and provide reasoned advice on compliance and impacts of regulations to internal stakeholders.
* Understand the SPP rules and regulations to support internal inquiries and compliance.
Provide recommendations to management on positions to be taken and potential impacts of regulations.
* Ability to execute sound judgment in gray areas of regulation and formulate best options to resolve issues and proceed under tight deadlines.

Investigate developing technologies and recommend cost effective process improvements.
* Administer OPPD's Transmission Tariff and ensure proper treatment of OPPD transmission customers.
* Develop a thorough understanding of and manage Federal Energy Regulatory Commission Standards of Conduct policies and procedures.
* Work with neighboring utilities to maintain and update transmission interconnection contracts.
* Enhance OPPD's energy accounting processes to meet the growing demand for fast, accurate data.
Qualifications
Required:
* Bachelor degree in engineering, or business-related area
* Five (5) years of electric industry experience in engineering, operations, energy marketing, transmission services or energy regulatory (Master's degree may be considered for up to two (2) years of experience)
* High degree of technical and analytical skills
* Valid driver's license
Desired:
* Successful completion of the Fundamentals of Engineering (FE) Exam
* Master's degree, Juris Master, or Juris Doctorate
* Demonstrated leadership of cross functional teams
