Description of Duties:
We’re looking for a detail-oriented and proactive Senior Subcontracts Administrator to manage and administer a portfolio of subcontractors for Amentum's Missile Defense Division.
This role ensures that subcontracting activities are executed in compliance with federal regulations, corporate policies, and contract requirements, while helping to deliver mission critical support services efficiently and effectively.
The Sr. Subcontracts Administrator supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) Contract.
The candidate will be responsible for the following:
Subcontract Management:
Prepare solicitation documents, select correct solicitation method, and determine sources to be solicitedConduct market research and issue Requests for Information (RFIs)Analyze and evaluate Task Order and subcontractor proposals, negotiate deviations from work statements, schedule, and terms and conditions, acting as the primary POC interfacing with subcontractors and project team leadershipProvide value-added analysis of solicitations, pricing strategies, contract terms and conditions; identify risks as well as mitigation alternativesEstablish, negotiate, and administer subcontracting solutions such as Master Service Agreements (MSA) and Basic Ordering Agreements (BOAs)Serve as business advisor to task order teams in selection of appropriate contract type, performance milestones, and payment schedule(s) which are tailored to the unique needs of our facilities engineering, operations, and maintenance task ordersDevelop Statement of Work conducive to project-based requirements, with defined objectives, outcomes, and deliverablesConduct cost and/or price analysis and provide justification for the awardCoordinate cross functionally to meet internal and external requirements and deadlinesManage subcontract modifications, which include coordination of required additions, deletions, or other modifications or formal documentation of communication to/from subcontractorsPerform formal closeout of subcontracts after project completionReview subcontractor invoices to ensure they are in accordance with the negotiated terms and conditionsMaintain communications to ensure timely contract execution by the partiesCoordinate activities and participate in fact-finding meetingsWork closely with proposals and technical team on Statement of Work (SOW), Purchase request submission, and obtaining competition from vendors/suppliers supporting facilities engineering, operations, and maintenance scope of workPerformance Monitoring:
Administer resulting subcontracts, ensuring that all requirements are performed in accordance with the statement of work and delivery schedulesEvaluate contract performance to determine necessity for amendments or extension of contractsProvide dispute resolution as needed to include developing and tracking to closure Letters of ConcernCompliance and Record Keeping:
Maintain document files in accordance with Subcontracts Policies and Procedures for internal and external auditsEnsure final contract documents are consistent with agreements reached at negotiationsReview the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) regularly to ensure contract compliance with government regulationsMaintain and present subcontractor specific metrics to leadership including items such as the total awarded value by subcontractor, average times between process steps, etc.The successful candidate will:

Must have 8, or more, years of general (full-time) work experienceMay be reduced with completion of advanced degreeMust have 6, or more, years of directly related experienceMust have demonstrated knowledge of the FAR and DFARSMust be proficient in Microsoft Word, PowerPoint, Excel, and SharePointMust have an active DoD Secret Security ClearanceDesired Requirements:
Have in-depth knowledge of the FAR and DFARS, with a proven track record of interpreting and applying complex regulatory requirements across all phases of the subcontract lifecycleHave subcontract administration experience in the construction industry and Government contractingHave experience with Basic Ordering Agreements and Master Service
