**About the opportunity**

We are seeking a Sr. Fellow to serve as Mathematica’s leading expert on value-based care policy formation and implementation in the Health Federal Payors and Delivery Transformation Division.

This individual is responsible for crafting or supporting market strategy, developing business, and leading client engagements with the government, health plans, foundations, and/or providers.

The Sr. Fellow's work could be focused on improving the Medicare, Medicare Advantage, Medicaid, and veterans and military focused programs, as well as the performance of participating plans and providers, and the data and infrastructure necessary to support the effective functioning of the program.

The Sr. Fellow's overall strategyincludes working with business area directors and other senior leaders to identify potential clients and client needs, to assess gaps in corporate capabilities needed for engaging successfully in this area, and to design winning approaches for leveraging Mathematica’s assets to expand the value-based care line of business.

Additionally, the Sr. Fellow will participate in business development efforts, including cultivating relationships with new clients, expanding relationships with existing clients, and leading or contributing substantively to capture planning and proposal development.

This person will also lead client engagements includes serving as project director or principal investigator for one or more projects and/or serving in an advisory capacity across multiple projects, leading thought leadership initiatives related to value-based care, mentoring junior staff, and imparting subject matter knowledge to others in the organization.

**Responsibilities**

+ Acts as project director or principal investigator for major Mathematica projects.
+ Regularly leads proposal content development and quality assurance reviews of proposals for model implementation, value-based care policy or program support work.
+ Reviews technical proposals that have or may have a bearing on value-based care policy or program support.
+ Collaborates on the development of budgets for proposals for which the Principal Researcher or Senior Fellow is the technical lead.
+ In collaboration with business area directors, develops strategy and priorities around which clients to pursue, which areas of value-based care best leverage Mathematica expertise, and where to build additional capabilities.
+ Represents Mathematica to clients as project director or subject matter expert; able to engage clients to work through challenges and offer research, technical, or program expertise to help solve problems.
+ Demonstrates thought leadership in one or more subject matter areas through published material including papers, journal articles, blog posts, and other communications.
+ Represents Mathematica externally by speaking at conferences, leading panel discussions, serving on technical expert panels, and/or providing testimony.
+ Serves as mentor and thought leader at Mathematica for staff in one or more areas of subject matter expertise; develops ways to engage and develop staff and share knowledge.

**Position Requirements:**

+ Nationally recognized as an expert in value-based care research or payment model operations with either:
+ PhD, MA, or MS in economics, statistics, another social science, or another relevant field and 15 years of relevant experience in a policy research environment, including at least four years of demonstrated effectiveness functioning as a senior researcher or subject matter expert on substantial project work or operations,or
+ BA or BS in economics, statistics, another social science, or another relevant field and 20 years of relevant experience in a policy research environment, including at least four years of demonstrated effectiveness functioning as a senior researcher or subject matter expert on substantial project work or operations
+ A combination of equivalent education and work experience may be substituted for the above requirements
+ Ability to discern current and emerging policy, infrastructure, and data needs for value-based care for a variety of payers and providers
+ Ability to develop research and policy questions and establish policy and technical frameworks for addressing them
+ Ability to develop and implement solutions to critical issues facing the government, plans, providers, and patients in the administration of value-based care programs
+ Experience working with technical and contracting personnel from the government, foundations, and/or other health care stakeholders
+ Ability to work tactfully, diplomatically, and collaboratively with others
+ Strong managerial skills of both projects and staff
+ Experience with quality assurance procedures
+ Accuracy with work, strong organization skills, and attention to detail
+ Excellent written and verbal communication skills
+ Experience with public speaking and developing and delivering presentations to internal and external audiences
+ Flexibility to handle multiple priorities, sometimes simultaneously, under deadline pressure

This position offers an anticipated annual base salary range of $160,000 - $220,000.

This position is eligible for an annual bonus opportunity based on individual and company performance.
