Job description

Summary This position is for a STATE COMMAND CHIEF WARRANT OFFICER ADVISOR, PD# D2687000, part of the Nevada Army National Guard.

The Command Chief Warrant Officer (CCWO) serves as the primary advisor and spokesperson regarding issues related to the training, development, analysis, readiness, conduct, personnel management, enforcement of established policies and standards, and manages the military aspects of all full time and traditional National Guard Warrant Officers (WO).

Responsibilities 1.

Serves as a personal assistant to The Adjutant General (TAG) and is on their personal staff in the JFHQ, providing strategic advice and planning input to command leadership on effective use of resources and programs in support of established TAG objectives.

Serves on the Joint Executive Council (JES) as a Senior Warrant Officer, representing all state Warrant Officers.

Responsible for overseeing the administration, coordination, planning, development and execution of all National Guard Warrant Officer programs with particular emphasis on readiness, training, morale, welfare, discipline, awards and recognition, recruiting, retention, military equal opportunity, sexual harassment/assault prevention, promotion, assignment and reassignment, administration and utilization, as they affect the service contribution of the NG warrant officer personnel to accomplishment of the state's mission.

Conducts studies to develop plans and programs designed to develop and maintain high warrant officer esprit de corps and morale in all elements of the NG; comprehensive individual and unit indoctrination and mission awareness; prevention and resolution of complex issues affecting the warrant officer ranks and prompt and appropriate recognition of individual warrant officer personnel whose service is at a conspicuously high level of visibility.

Directs, advises, and coordinates with warrant officers and other warrant organizations, councils, groups, etc., and their representatives.

Participates in the resolution of policy, doctrinal and regulatory misunderstandings that could result in adverse effects on warrant officers.

Works to further the intent of the Adjutant General's programs conceived and implemented to improve warrant officer morale, understanding, mission awareness, career dedication and upward mobility in the context of the overall state mission as it relates to the overall mission of the national guard.

Establishes and maintains personal and enduring bilateral relationships with NG Senior Officer and Enlisted International Partner and State Partnership Program (SPP).

Promotes and supports the State's Civil Support Teams (CST), Chemical Biological Radiological Nuclear Enhanced Response Force Package (CERF-P) and Homeland Emergency Readiness Response Force (FERF).

Ensures that CERF-P's and HERF's are properly staffed, equipped, trained and ready to respond to provide coordination and support to state or national agencies.

Testifies on WO matters at the Governor's or TAG's request.

Provides council on responses to congressional complaints as required.

Accompanies TAG to meetings with legislators as required.

Represents the WO force at local, state, and national engagements.

Reviews and provides counsel to TAG, the CAO, and the Senior NG Staffs on all inquiries concerning operations, administration, policy, etc., that affect, or are projected to affect, warrant officers.

Initiates correspondence to all military, AGR and technician echelons of the National Guard, individual Guard members, other federal, state, and civilian agencies, and appropriate military headquarters, on all matters affecting warrant officer and state and federal missions of the National Guard.

Performs frequent year-round visits for the purpose of observing, in military and technician contexts, the organizations, units and activities of the National Guard.

Observes and evaluates the administration of all programs pertaining to and affecting warrant officers and the extent to which they are being carried out.

Assures WOs have a full understanding of those regulations, directives, guidance documents and policy, etc., pertaining to their service under the overall mission of the National Guard and specific missions of their units.

Makes frequent visits to organizations, units, facilities, and activities, and alerts them to the ramifications of all transactions affecting NG warrant officers.

Participates in various ceremonies, formal occasions, etc., as the representative state's senior WO.

May make direct contact with MACOM, congressional or state legislators.

Holds frequent year-round warrant officer advisory meetings with other senior warrant officers, to disseminate information, instructions, and guidance, and to accommodate, on behalf of TAG, the evaluations, estimates, suggestions, and outlooks of the Senior Warrant Officer Corp.

Acts as the bridge between TAG and senior staff, and the other branches of service (Navy, Marines, Coast Guard, USAR etc.) on warrant officer issues.

Performs deputy commandant duties when the state holds Warrant Officer Candidate programs.

Promotes programs that save time, materiel, and funds, in which warrant officers can participate.

Promotes safety programs concerning all phases of state National Guard training and operations.

Performs other duties as assigned.

Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement.

In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements.

Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Army skill classification directives, statutes, and National Guard Bureau regulations.

The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience.

- Males born after 31 December 1959 must be registered for Selective Service.

- Federal employment suitability as determined by a background investigation.

- Must be able to obtain and maintain the appropriate security clearance of the position.

- May be required to successfully complete a probationary period.

- Must maintain local network access IAW AR 25-2.

- Wear the uniform appropriate for the members' grade and component of the armed forces, maintaining standards of conduct and appearance.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

GENERAL EXPERIENCE: Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must possess 1 year specialized experience equivalent to at least the next lower grade level; experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.

- This is a Non-Bargaining Unit position.

AREA OF CONSIDERATION: In accordance with the State Merit Placement Plan, candidates will be considered in order of their area of consideration category as appropriate.

TERM POSITIONS: Temporary-Not to Exceed (TEMP) and Temporary-Indefinite (INDEFINITE) are considered to be TERM positions and are limited in duration to 4 years maximum.

Employees reaching maximum TERM appointment limit of 4 years may be terminated.

CONVERSION OF TERM (TEMPORARY/INDEFINITE) POSITIONS: Positions advertised as TEMP or INDEFINITE may be non-competitively converted to INDEFINITE or PERMANENT without further at a future date contingent upon available funding.

For TEMP PROMOTIONS, position may be non-competitively converted upon expiration of the incumbent's USERRA rights.

RECRUITMENT/RELOCATION INCENTIVE: Recruitment and/or Relocation incentives may be available, if eligible.

Incentives are subject to funding availability and TAG-NV approval and are not guaranteed.

PERMANENT CHANGE OF STATION (PCS): PCS funding is NOT authorized.

If you do not reside in the location of the position, you will be required to relocate at your own expense.

SELECTED RESERVE INCENTIVE PROGRAM: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP).

This termination may be with or without recoupment of payments already made.
