Job Summary
:
In this role, you will participate in subcontract formation and/or administration.
Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures.
Subcontract administration includes continual progress review, forecasting, and communication of difficulties.
Your work will ensure subcontract compliance with project requirements
Note: This position will start in Reston or Houston, but later will need to mobilize to the project site location.
Major Responsibilities:
Subcontract Management
Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract ManagementManages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract management and other major matters Manages complex contract changes by negotiating with customer personnel and obtaining settlement Represents Bechtel in contractual discussions of moderate complexity Subcontract Formation
Leads preparation of bid request packages, addenda, and other bid cycle correspondence to ensure proper format, content and project requirements are met Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority Reviews and recommends bid selections that require higher approval authority Executes commitments within delegated signing authority Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
Proficiency in all phases of the contract lifecycle of moderately complex construction contracts, framework agreements, and services contracts.Developing various contract types and associated pricing arrangements.Experience in negotiating legal terms and conditions.Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.Skilled in communicating effectively with all levels of project functional groups.
Proficiency in MS Office software suite of programs (Word, Excel, PowerPoint).
