Job Title: Technical Program Manager IV

Service Type: Temporary / Contract (8 weeks)

Location: Philadelphia, PA

Position Overview

We are seeking a highly experienced Technical Program Manager IV to lead and manage complex, enterprise-wide IT programs consisting of multiple interrelated projects.

This role is ideal for a strategic thinker with deep expertise in program management, stakeholder engagement, and cross-functional leadership.

As a senior-level contractor, you will be responsible for developing program strategies, aligning them with business objectives, and ensuring successful delivery across the IT portfolio.

You will collaborate with IT and business leadership to drive integration, manage scope and budgets, and ensure timely execution of initiatives that support enterprise goals.

Key Responsibilities

+ Lead one or more complex IT programs, each consisting of multiple projects.

+ Develop and maintain high-level program strategies and business cases.

+ Ensure integration and alignment of projects within the broader enterprise roadmap.

+ Adjust project scope, timelines, and budgets based on evolving business needs.

+ Communicate program direction, strategy, and updates to IT and business leadership.

+ Deliver all projects within the portfolio on time, within budget, and aligned with strategic objectives.

+ Track key milestones and provide guidance to project managers on necessary adjustments.

+ Partner with senior business leaders to identify and prioritize IT opportunities.

+ Apply advanced knowledge of project management methodologies and tools.

+ Provide leadership and oversight to project managers, team leads, and support staff.

Requirements
Required Qualifications

+ Bachelor’s or Master’s degree in Computer Science, Business Administration, or a related field — or equivalent work experience.

+ Project Management certification (e.g., PMP, PgMP) is required.

+ 10–15 years of experience in IT and business/industry roles.

+ Minimum of 3 years in a leadership capacity.

+ At least 8 years of experience managing complex projects and programs.

+ Proven ability to manage enterprise-level initiatives with multiple stakeholders.

+ Strong communication, organizational, and analytical skills.

•Preferred Skills

+ Expertise in program governance, risk management, and stakeholder engagement.

+ Experience working in medium-sized enterprises with multiple project teams.

+ Familiarity with Agile, Waterfall, and hybrid project management methodologies.

+ Proficiency in project management tools such as MS Project, JIRA, or equivalent.
