Job description

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAINING TECHNICIAN (Title 32), Position Description Number D2509000 and is part of the OK 138th Fighter Wing, Oklahoma Air National Guard.

Responsibilities This position is located within an Air National Guard, Aircraft Maintenance Organization.

This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

The primary purpose of this position is to initiate, research, develop, manage, and control training programs.

Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness.

Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs.

Evaluates training for unit members and tracks progress via automated training records systems and other tools.

Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate.

Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission.

Based on the distribution of skills, job proficiency, evaluations, technical evaluation, tests, etc., prepares training schedules and course outlines and determines the means by which such training can be attained; i.e., formal off base training, Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program for 15 to 20 AFSCs. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements.

Conducts unit in and out-processing of personnel to include Permanent Change of Station, ETS and deploying personnel.

Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists.

Familiarize Group staff with training concepts, scope, methods and procedures.

Coordinates and disseminates training policy and program changes to supervisors and trainers.

Provides guidance to supervisors on all training related manners.

Validates schools (Formal, Type 6 and Advance Distance Learning), advises Group staff in screening and prioritizing officer and enlisted school requirements.

Establishes and maintains individual training files for Group staff in upgrade training.

Manages the development of education and training instructional products.

Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the Air Force Training Course (AFTC), automated training record system, and Training Business Area (TBA).

Serves as Wing POC for functional administration of Training Business Area (TBA) under Air Force and MAJCOM directive.

Assists all Wing TBA users with system access and troubleshooting.

Maintains Master Training Plans (MTP) guides/assists supervisors with development and monitors the use of MTPs. Schedules and conducts formal classroom instruction during the work-week.

Develops educational and training objectives and measurement devices.

Generates reports, both current and overdue via the MyLearning System, Air Reserve Component Network (ARCNet) and makes recommendations to the MXG commander.

Maintains liaison with activities conducting, scheduling, or supporting training requirements.

Coordinates scheduling of training and the use of facilities.

Ensures availability of training materials.

Administers Education, Training and Distance Learning Programs.

Manages the enlisted training programs for the Group and advises unit training managers with subordinate units.

Researches, interprets, analyzes, and applies DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures.

Serves as the Aircraft Maintenance Training Enterprise System (AMTES) Point of Contact (POC) for maintenance certification testing.

Establishes and maintains a skills and knowledge testing program for the Maintenance Group.

Controls and safeguards test material.

Appoints test proctors and provides training to assigned test proctors within the Group.

Serves as focal point for all Career Development Course (CDC) enrollments, reenrollments, waiver requests and two-time CDC failures for the Group and subordinate units.

Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures.

Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests.

Notifies the Force Development Office in the event of a two time CDC failure.

Requirements Conditions of Employment Qualifications Military Grades: E5 through E7 GENERAL EXPERIENCE: Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade.

Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.

SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to the GS-07.

Experiences that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position.

Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory.

Knowledge in training centers, training programs, schools, and units for these systems.

Have experiences in conducting and developing education and training programs.

Also, experienced in conducting, supervising, or developing education or training programs.

Knowledge in the Army or Air Force education and training policy requirements.

Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.

Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques.

Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures.

Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.

Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures.

Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts.

Experienced and effective communicator.

Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records.

Experiences as a participant and presenter during training and military or civilian conference events.

Experiences in organizing and preparing instructional materials.

Understands and applies formal training objectives.

Able to develop course syllabi, training project outlines, and daily and weekly lesson plans.

Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline.

Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter.

Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work.

Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips.

Experienced in training aids such as, achievement and aptitude tests and rating scales.

Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction.

Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.

Incumbent must possess a knowledge of and skill in applying fundamental military personnel policies, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers.

Advises management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities.

Must have sufficient knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data.

Must possess ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof.

Factor Level 1-6 is supported as of the position regularly deals with issues and problems related to methods and procedures of a factual nature.

The position is required to tabulate and calculate budgetary and resource requirements and allocations related to formal school and post-technical school graduation training days.

The position must analyze, validate, and process training scheduling, attendance, and completion and must analyze organizational needs and demands and propose methods for determining prioritization of formal training across the organization.

Education High school or general equivalent degree is mandatory.

An under-graduate degree from an accredited college/university is optimum.

An academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences defines a best qualified candidate.
