The Idaho Department of Water Resources (IDWR) has two openings for Water Resources Supervisors in the Northern Regional Office in Coeur d’Alene.
One supervisor will oversee the region’s adjudication unit, and one will oversee the water rights and ground water protection unit.
These are exciting opportunities for experienced professionals with a keen interest in Idaho’s water resources and water’s role in our economy, ecosystems, and quality of life.
The Water Resources Supervisor in the adjudication group will play a key role in the Northern Idaho Adjudications.
The successful candidate will supervise staff who assist the public with adjudication claim filing, process water right adjudication claims, and prepare recommendations for the adjudication court.
Responsibilities include hiring and training staff, organizing and coordinating field work, working with the legal team to resolve complex issues, and planning and conducting public outreach.
The Water Resources Supervisor in the water rights and ground water protection group will supervise staff who assist customers with water right questions and filings, review and process water rights applications, and conduct field examinations to confirm beneficial use of water.
Duties of both supervisors are mainly in the office, with potential for occasional field work and in-state travel.

IDWR’s Northern Region encompasses the ten northern-most counties in Idaho, where opportunities for outdoor recreation abound.
For both positions, a one-time $5,000 RECRUITMENT BONUS is offered to the selected candidate, if the candidate is not already a State of Idaho employee.
Recruitment bonus criteria must be met.
Additionally, this position may be eligible for arelocation reimbursementin accordance with the State Moving Policy and Procedures (https://www.sco.idaho.gov/LivePages/boardofexaminerslanding.aspx) .
Example of Duties
· Hires and trains staff, assigns work, and evaluates performance
· Establishes unit work priorities, standards, procedures, and protocols
· Manages employee relations (professional development, coaching, counseling, etc.)
· Coordinates work with other units and sections in the Department
· Plans, delegates, and schedules work to meet unit and section objectives
· Establishes guidance and prepares progress reports for process improvements
· Processes complex water right applications or claims
· Reviews and approves water right permits, licenses, and transfer applications Assists the public, attorneys, and consultants with answers to complex questions about water right and water administration matters
· Maintains accurate water right and water use records in multiple formats
Minimum Qualifications
Water Resources Supervisor Minimum Qualifications:
Some knowledge of:
· Supervisory practices
· Project management principles
· Data management systems
Experience with:
· Interpreting, applying, and explaining state laws and rules
· Leading a team project or coordinating a program that requires planning, prioritizing, and accomplishing multiple regulatory, administrative, or business objectives
· Describing technical subject matter to non-technical users both orally and in writing
Desired Qualifications:
· Interpreting water right records
· Calculating and measuring water flow rates and volumes for irrigation and other water uses
· Interpreting maps and aerial imagery and using Geographic Information System (GIS) software
Additional Qualifications
+ Must possess a valid driver's license
