Job Description and Duties
This position can be located in Sacramento or Riverside County.
The Mobile Source Control Division is looking for an energetic, dedicated, and collaborative individual to lead the Innovative Heavy-Duty Strategies Section within the Innovative Strategies Branch. The Section is at the forefront of supporting quality job opportunities and advancing equity in the clean transportation sector, while supporting incentive programs to advance zero-emission heavy-duty fleet transformation, especially in communities most impacted by air pollution.
Under the direction of the Branch Chief, the Section Manager coordinates and supervises approximately 5 section staff in activities related to incentives policy development and implementation of innovative approaches such as the Assembly Bill (AB) 794 labor standards for drayage and short-haul trucking fleets participating in applicable CARB incentive progams. The Section Manager supports and directs staff on the planning and implementation of AB 794 requirements as specified in legislation, and coordinates closely with the enforcement division, legal staff, and external stakeholders.
The section also evaluates on-road heavy-duty vehicle and off-road equipment models for eligibility in CARB incentive programs such as the Clean Truck and Bus Voucher Incentive Project (HVIP) and the Clean Off-Road Equipment Voucher Incentive Project (CORE) to ensure that manufacturers meet eligibility requirements described in the HVIP and CORE Implementation Manuals. Staff also support development of the annual Funding Plan for Clean Transportation Incentives, as well as oversight and evaluation of emission reduction programs, including emission reduction quantification, program reviews and audit support, and oversight of grant agreement implementation. Staff work closely with regulatory program staff to coordinate and gain a working understanding of the role of incentives to support regulatory efforts.
Travel may be necessary up to 10 percent per month for community meetings and other meetings, and for section staff located in Sacramento and the Southern California Headquarters in Riverside.
Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
