This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

The Oklahoma City Utilities Department serves over 1.4 million residents within central Oklahoma. The Utilities Department, one of the largest City departments with over 800 employees, ten divisions, and an annual budget of $850 million, provides water, wastewater, and solid waste management services. It delivers an average of 100 million gallons of water every day through retail and wholesale service connections. It also has a 50-year contract with the federal government to operate and maintain water and wastewater facilities at Tinker Air Force Base. Line Maintenance is its largest division with over 225 employees, who service 4,000 miles of water pipe and 3,000 miles of sewer pipe, with 17,000 work orders annually. The Utilities Department has talented, committed staff, and engaged leadership and is seeking a forward-thinking, effective leader to be its next Collections & Distribution Crew Supervisors. 

JOB SUMMARY

This job is located in the Line Maintenance Division of the Utilities Department within the City of Oklahoma City and is under the direction of an immediate supervisor. Employees of this classification perform work of a specialized nature, involving installation, repair and maintenance of water distribution and/or wastewater collection systems. The skills and knowledge required must be acquired prior to assuming the position. The supervisor is responsible over the worksite and the crew assigned to the worksite. Essential job functions include: supervising a crew engaged in various types of water/wastewater system repair and construction; ensuring manpower, vehicles and equipment are safely transported to the jobsite; confirming work is performed according to established safety and quality standards; and using sound judgment regarding public and worker safety at all time but especially when work is being performed in high traffic areas and around other utilities. Additional job functions include training employees; assigning and evaluating work, retrieving and inputting data from/into computerized systems; completing work orders, safety reports and other work-related daily reports. The work often includes frequent contact with the public, outside utility agencies, contractors and other City personnel. Work assignments are given in both oral and written form depending on the work situation. The work products are reviewed through customer satisfaction, daily reports and periodic inspection by a supervisor. 

VETERANS PREFERENCE

JOB REQUIREMENTS 

  • Knowledge of safe working procedures and practices.
  • Knowledge of and skill in operating job-related machinery, tools, and heavy equipment used in the installation, repair, and maintenance of water and wastewater lines.
  • Knowledge of supervisory practices to oversee jobsites and crews.
  • Knowledge of City codes and regulations governing water and wastewater line installation, repair and/or maintenance.
  • Knowledge of and skill in applying procedures and techniques used in water and wastewater line operation, installation, repair, and maintenance.
  • Knowledge of excavation standards and skill in applying such standards to the work performed.
  • Skill in assessing collection/distribution system conditions to troubleshoot failures and make emergency repairs.
  • Skill in following Standard Operating Procedures related to installation, repair and maintenance of water and wastewater systems.
  • Skill in written and verbal communications. 
  • Ability to make decisions and assume responsibility for work product.
  • Ability to work independently or with a crew in the performance of assigned tasks.
  • Ability to perform basic mathematical computations.
  • Ability to retrieve/input data from/into computerized systems.
  • Ability to maintain effective working relationships.

  • Possession of a valid Class A Commercial Driver License (CDL) with Tanker Endorsement.
  • Possession of a valid Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Operator Class C Certification or DEQ Class C Water or Wastewater Certification.
  • NOTE: The employee will be required to possess or obtain a valid Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Operator Class C Certification or DEQ Class C Water or Wastewater Certification within eighteen (18) months from the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Operator Class C Certification or DEQ Class C Water or Wastewater Certification within eighteen (18) months from the date of hire/promotion/transfer/demotion. 

    DEPARTMENTAL PREFERENCES

  • Knowledge of reviewing water and wastewater construction plans.
  • Experience in the repair and/or replacement of water mains and service connections.
  • Experience and training in equipment operation at a competent level (i.e. excavator, backhoe, skidsteer). 
  • Competent at operating and utilizing Windows Software, Cityworks, and GIS.

  • WORKING CONDITIONS 

  • Subject to contact with water or sewage at worksite.
  • Subject to work near large concentration of noxious odors.
  • Exposure to toxic gases such as sewer gas, methane gas, carbon monoxide, combustible gas, etc.
  • Exposure to chemical irritants such as acid and other chemicals.
  • Exposure to chemical irritants when flushing lines with water and chlorine powder.
  • Outside, frequently exposed to the weather conditions such as but not limited to heat, cold, humidity, rain, etc.
  • Intermittent to sustained working in confined, cramped and awkward positions when performing maintenance and repair tasks.
  • Subject to work on or around slippery surfaces such as wet streets, manholes, muddy trenches, etc.
  • Subject to work in and next to dig ups, trenches and manholes that are below ground level.
  • Subject to work on ladders up to 20 feet above or below ground level.
  • Subject to working near or around moving objects such as traffic, equipment and machinery.
  • Subject to being on-call and working irregular hours such as overtime, nights, weekend, and holiday work shifts.
  • Exposed to pronounced strain or vibrations, high concentrations of dust, and intermittent or continued loud and insistent noises when operating equipment such as concrete saws, jackhammers, backhoes, etc.
  • Exposed to moderate amounts of silica dust from cement when using jackhammers or concrete saws.
  • Exposed to allergy-causing agents such as bee or wasp stings, poison oak, ivy, sumac, etc. 
  • Subject to exposure of electrical hazards.
  • Local travel on a daily basis. 
  • Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS 

  • Strength enough to occasionally lift, push, and pull objects weighing up to 50 pounds such as cement bags and common tools and equipment.
  • Strength enough to occasionally lift, push, or pull heavy objects weighing 51 to 100 pounds with physical and/or mechanical assistance. Objects may include but are not limited to manhole covers, jackhammers, and sections of pipe.
  • Strength and stamina enough to climb on an occasional basis during the workday to gain access to vehicles, access excavations, scale mounded piles, and utilize ladders.
  • Stamina enough to exert oneself physically throughout the workday.
  • Flexibility enough to bend, twist, kneel, squat, reach and climb in and out of confined work areas. 
  • Mobility enough to constantly move oneself from place to place.
  • Balance enough to stay upright when working in and around areas such as dig ups.
  • Manual dexterity enough to constantly make coordinated movements with the hands and arms while using items such as hand tools and power tools.
  • Finger dexterity enough to perform tasks such as twisting nuts and bolts or retrieving/inputting data from/into computerized systems.
  • Near vision enough to distinguish items such as other utilities.
  • Far vision enough to see hand/arm signals of co-workers stationed at next manhole and to observe objects such as oncoming traffic.
  • Hearing enough to understand conversation in noisy environment, locate equipment malfunction and to distinguish location of traffic.
  • Speech and hearing enough to communicate in person or by two-way radio.

    Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.
