JOB SUMMARY
:
Under immediate supervision, supports the development and implementation of the Water Utilities Department's infrastructure Asset Management Program following established principles, methodologies, and standards. Supports asset management data collection and processing. Provide support for asset management related projects.
ESSENTIAL JOB FUNCTIONS: • Provide ongoing support to sustain the Water Utilities Department's infrastructure asset management program
following industry established principals, methodologies, and standards.
• Provide technical assistance with the implementation and maintenance of established standards, systems, and
procedures to include, but not limited to:
Improve asset reliability. Reduce risk. Optimize the department's resources. Maintenance of asset inventories. Condition assessment standards. Preventive maintenance systems.
• Provide support for asset management projects including, but are not limited to:
Small diameter sanitary sewer CCTV assessment projects Large diameter sanitary sewer multi-sensor instrument assessment projects Large diameter water electromagnetic assessment projects • Utilize asset condition and performance data to prepare data-driven renewal recommendations and projections for proposed capital projects.
Using an established asset scoring system made for and by the Department. Monitor condition scores to help prioritize the renewal program. • Review, interpret, and evaluate engineering drawings, studies, specifications, models, estimates and other
technical documents.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
• Knowledge of office and administrative practices and procedures.
• Knowledge of the principles and practices of civil, structural, and hydraulic engineering related to municipal
surveys, plans and public works design.
• Knowledge of utility operations including water/sanitary sewer, distribution, and collection systems.
• Skill in using PC Software including current Microsoft Office Suite of applications.
• Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
• Skill with organization and attention to detail.
• Skill in interpreting and writing engineering reports and specifications. Skill in performing complex analysis of asset related information
• Skill in communication techniques to deal effectively with information exchange and conflict/complaint resolution.
• Ability to solve problems by analyzing data.
• Ability to write technical/instructional documents and standard operating procedures.
• Ability to work independently, perform research and work on varied projects with limited supervision.
• Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.

Qualifying Education and Experience:
• A Bachelor’s or Master’s degree in civil engineering from an EAC/ABET accredited program and capable of obtaining Professional Engineer License in Texas upon completion of required engineering experience.
• Engineering-in-Training certification or ability to obtain within 1 year.
• Possession of a valid Texas Driver's License (min. Class C).
