RFP-2023-47 PrEP Consultant Request for proposal Reference: RFP-2023-47 Beneficiary countries: Thailand Published on: 29-May-2023 Deadline on: 21-Jul-2023 23:59 (GMT 2.00) Description Description:The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable consultant to provide strategic, technical and coordination support to UNAIDS and WHO that will be specific to the portfolio of work on antiretroviral based HIV prevention including oral pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP) and long acting PrEP products (the dapivirine vaginal ring (DVR) and long-acting cabotegravir (CAB-LA) in Asia and the Pacific region (UNAIDS RST, and WHO’s WPRO / SEARO / and Pakistan and Iran). The intention of this consultant position is to provide technical support to countries on request; to coordinate PrEP-related activities, including as they relate to the Global PrEP Network (GPN); to report on policy and regulatory progress in the region and disseminate new guidance relating to oral PrEP, PEP and new long-acting PrEP productsThe bidder is requested to provide a daily rate in a separate component for the duration of 1 September 2023 till 31 August 2024. For 20 working days per month, the total of 240 working daysUnder the overall guidance of the UNAIDS Regional Director for Asia and the Pacific, and the WHO Coordinator HIV Testing and Prevention and under direct supervision of the UNAIDS AP Regional Adviser Science, Systems and Services for All (SSSA) the incumbent will:1. Provide technical assistance (TA) and support to partners in countries in Asia and the Pacific region for PrEP (including oral and long-acting PrEP products) and PEP implementation, including to Ministries of Health/ National AIDS Programs (or other policy makers), implementing partners, PrEP/PEP providers, community-based organizations, and potential and current PrEP users. Build the capacity of regional and country partners on PrEP and PEP, provide technical assistance on guidelines development, program preparedness, community and health worker information sharing, implementation, monitoring, and evaluation, etc. This TA will require travel between countries in the region.2. Provide internal support to WHO and UNAIDS regional and country offices including for information sharing with relevant key stakeholders in the region, and to countries at their request, on PrEP and PEP implementation guidance. This will include providing information on planning for long-acting PrEP products as they become available and sharing timelines for product availability.3. Identify and support key regional activities, in consultation with key stakeholders, to expand and strengthen PrEP and PEP implementation in the Asia-Pacific, including regional consultations.4. In close collaboration with the strategic information team and data hub, support the collection, analysis, and dissemination of regional, national and sub-national data on the state of PrEP and PEP implementation in the Asia-Pacific for regular UNAIDS reporting, including GAM reporting.5. Support integration and sustainability of PrEP and PEP as additional HIV prevention options, in collaboration with regional and national partners, UNAIDS focal points on HIV, PrEP and/or key populations, UNAIDS cosponsors, and civil society organisations.6. Support information sharing and dissemination of new information guidance on simplified disseminated oral PrEP delivery, community-based PEP delivery, new long-acting PrEP products and the use of virtual platforms for PrEP and PEP information and delivery support.7.
